중국 개혁개방 이후 농민공 개념의 형성과 변용

초록

본 연구는 개혁개방 이후 형성된 중국 농민공이 국가와 사회 모두로부터 타자화되고 배제되어온 사회적 구조를 특히 담론 측면에서 분석한다. 농민공은 중국식 체제전환의 과도기적 존재로서, 국가와 사회 모두에게 낯선 존재이자 타자로부터 규정된 이질적인 집단이다. 2000년대 초중반 이후, 농민공은 비가시화된 개체로부터 집단적으로 가시화되기 시작했지만, 농민공 문제로서 대상화되고 국가와 사회적으로 타자화되고 활용되면서 주체이자 객체인 모호한 지위로 거듭나왔다. 국가의 새로운 농민공 개념은 농민공을 자신의 공론장 내로 편입·포섭하는 동시에, 농민공을 타자화·대상화하고 주체로부터 배제하는 효과도 갖는다. 그 과정 속에서 농민공은 불법적이고 모호한 대상으로부터, 보다 복합적이고 다양한 대상으로 변화되어왔고, 담론적·이데올로기적 측면에서 주체적인 지위의 결핍은 농민공 자신의 문제해결에 근본적인 한계를 낳고 있다.

Abstract

The purpose of this study is to analyzes the changes in social and discursive status experienced by Nongmingong, informal rural-to-urban migrant workers. After the reform and opening-up, they have been constantly typified and excluded from both the state and the society, despite their huge scale. Nongmingong is a transitional entity of the Chinese-characteristic social transformation, an unfamiliar one to both the state and the society, and a heterogeneous group prescribed by the others. Since the early and mid-2000s, they have begun to collectively become visible from non-visible individuals, but have been subject to the 'Nongmingong problem', and have been reborn as a vague status as both subject and object, with various national and social utilities. The state's new concept of Nongmingong has the effect of incorporating and recruiting them into its own public sphere, while also otherized and excluded them from their subject status. In the process, they has been transformed from illegal and ambiguous objects to more complex and diverse objects, and the lack of discursive and ideological status as a subject has underlied fundamental limitation in solving problems of Nongmingong itself.
