Abstract
This study raises the question of whether the authoritarian system has more effective mechanisms than the market and freedom-based democratic system in resolving environmental problems, and provides an empirical approach to this by analyzing recent policy directions and changes in the field of forest restoration in China. The growing global environmental crisis has sparked debate about what types of policy regimes can best help address resource scarcity and pollution, and authoritarian environmentalism challenges the conventional view that democratic systems can produce better environmental outcomes. Authoritarian environmentalism asserts that when an authoritarian, capable and incorruptible authoritarian leadership uses strong policy enforcement power to deal with environmental issues, its actual performance is superior to that of a democratic country. This study examines the environmental performance and recent reform measures of China, a representative example of authoritarian environmentalism, through analysis of the reform direction of China's representative forest restoration project, the Grain to Green Project. In conclusion, I would like to show that China's reform direction on environmental issues is changing from target-based to rights-based, which means that authoritarian environmentalism is supplementing its limitations with market and democratic factors rather than continuing to produce effective results.
