중국 일대일로 구상 추진 10년 평가와 미중관계

이 글은 미중관계 관점에서 중국의 ‘일대일로 구상’ 추진 10년을 평가한다. 시진핑 1기 지도부가 ‘일대일로 구상’을 제기한 대외적 이유 중 하나는 당시 미국의 아시아에 대한 ‘재균형’ 전략에 우회적으로 대응하기 위한 것이었다. 시진핑 2기에도 일대일로 국제협력은 성과와 한계를 동시에 보여주었지만, 중국의 글로벌 영향력 확대를 위한 플랫폼 기능을 수행해왔다. ‘일대일로 구상’에 대해 미국은 초기에는 관망하면서 소극적으로 대응했으나, 트럼프 행정부 시기 미중 전략경쟁 심화에 따라 좀 더 적극적인 방식으로 대응 수위를 높였다. 코로나19 팬데믹으로 인해 중국의 일대일로 국제협력에 제동이 걸리기도 했지만, 새롭게 출범한 시진핑 3기에도 ‘일대일로 구상’은 여전히 중국의 글로벌 영향력 확대 및 새로운 국제질서 창출을 위한 플랫폼 기능을 수행할 가능성이 높다. 바이든 행정부 역시 중국의 일대일로 구상에 좀 더 적극적으로 대응하기 위해 기존의 ‘인도·태평양전략’을 지속 추진함과 동시에 PGII와 같은 새로운 인프라 협력 프로그램을 강화함으로써 역내에서 중국과의 영향력 경쟁을 벌이게 될 것이다.

Abstract

This article evaluates China's 10 years of the ‘Belt and Road initiative’ from the perspective of U.S.-China relations. One of the reasons China raised the ‘Belt and Road initiative’ after the launch of Xi Jinping's first leadership was to respond to the US' ‘rebalancing’ strategy in Asia. China's ‘Belt and Road Initiative’ international cooperation during the second term of Xi Jinping's leadership exposed many achievements and limitations, but it functions as a platform for expanding China's global influence. The United States reacted passively or wait-and-see in the early days of China’s ‘BRI’, but as the strategic competition between the US and China intensified during the Trump administration, it raised the level of its response in a more active way. During the 3rd term of Xi Jinping’s leadership, the ‘BRI’ is highly likely to serve as a platform for expanding China’s global influence and creating a new international order. The Biden administration will compete for influence with China in the region by continuing to promote the existing ‘Indo-Pacific Strategy’ and strengthening new infrastructure cooperation programs such as PGII to respond more actively to China's ‘BRI’.
