It has been thirty years since the probation system, the “highlight of the modern criminal justice policy,”was implemented in Korea. Probation is a typical type of in-community disposition, a more humanitarian manner of processing criminal individuals within a community. With a significantly lower cost compared to institutionalization, probation is assessed to be effective in rehabilitation and prevention of relapse into offense. There were 270,000 people under probation in 2018, and the probation system has in effect become the lynchpin of criminal justice disposition in Korea. Meanwhile, juvenile probation is an advanced criminal justice policy which supervises and directs delinquent or criminal juveniles to comply with legal requirements, with a goal of reducing criminal tendencies in such individuals. Despite such growth, development, and elevation of the probation system, there have been multiple criticisms. The gist of such critical opinions concerns the practical value of the system. Based on this sense of problem, the current study focuses on the operation of juvenile probation system to discover issues and explore ways to vitality it. This line of research will expand the professional understanding of juvenile probation practices and enhance the overall operation of the policy.
