Abstract

In conjunction with the raising Me Too Movement among the North Korean female defectors, the number of reports on sexual assault against those women has been increased including an incumbent police officer who was supposed to provide protection, an Army Intelligence officer, and a representative of North Korean Defectors Organization. Confinement, assault, and intimidation of the National Intelligence Service against North Korean defectors are re-evaluated following the espionage incident by a public officer of Seoul City in 2012 and this situation surfaced the national violence against related refugees. It is advised that the legal norms of state violence against North Korean defectors of our society should be reviewed along with the new global paradigm emphasizing the `human dignity` which is based on `human security`. Up to now, North Korean defectors have been regarded as potential criminals without gaining dignity and identity as a human and citizen of the Republic of Korea. The state violence committed against North Korean defectors can be evaluated as a precaution of the state against future possible threats to its democratic system. The image of a new North Korean defector support system that is based on the overall awareness of the problems of human rights violations against North Korean defectors from entering South Korea is examined in the study and it aimed to present problem posing and improvement measures about the essentials of settlement support of North Korean defectors in South Korea. With this purpose, an effective and sustainable plan for successful settlement for North Korean defectors is suggested. In accordance with this awareness of mind and research objectives, this research focuses on analyzing the legal status of North Korea and North Korean defectors, the settlement system, and problems in the settlement process of female defectors.
