북한이탈주민 70% 이상이 여성이라는 점에서, 지속가능한 정착을 위한 북한이탈주민의 지원체계를 수립하기 위해서는 성별을 고려한 면밀한 조사가 요청된다. 본 연구는 기존의 탈북민 지원체계가 가지고 있는 한계점을 젠더 관점에서 분석하고, 실제 북한이탈여성 연구와 인터뷰를 통하여 북한이탈여성의 삶의 질 전반을 향상하는 데 기여할 수 있는 방안을 모색한다. 이를 위하여 본 연구는 북한이탈주민의 개념을 시민성의 측면에서 재개념화하고, 이에 따라 북한이탈여성의 삶의 질을 결정짓는 주요 요소를 ‘일’과 ‘가족과 돌봄’, ‘사회적 관계’를 중심으로 설정하여 이에 해당하는 실태를 분석한다. 연구 결과, 북한이탈주민은 역사적ㆍ지리적 맥락에서 다른 재외동포와 다른 독특한 위상을 가지고 있으며, 특히 북한이탈여성의 삶을 입체적으로 조명하고 기존의 복지체계 및 생활 지원체계에서 간과된 점을 ‘삶의 질 구성요소’ 차원에서 조명할 필요가 있다. 나아가, 북한이탈여성의 삶의 질 개선을 위해 북한이탈주민 지원체계를 젠더 관점에서 포괄적으로 재구성해야 할 필요성을 제시하고, 이에 따른 정책적 개선사항을 도출하였다.
Abstract
Given that the absolute majority of more than 70% of North Korean defectors are women, a close investigation reflecting gender is required to establish a support system for North Korean defectors for sustainable settlement. This study analyzes the limitations of the existing North Korean defector support system from a gender perspective and seeks ways to contribute to improving the overall quality of life of North Korean defector women through actual research and interviews. To this end, this study reconceptualizes the concept of North Korean defectors in terms of citizenship and analyzes the corresponding situation by setting the main factors that determine the quality of life of North Korean defectors centered on "work," "family and care," and "social relations." As a result of the study, North Korean defectors have a unique status different from other overseas Koreans in a historical and geographical context, and in particular, it is necessary to shed light on the lives of North Korean defectors in terms of "quality of life components." Furthermore, in order to improve the quality of life of North Korean defectors, the need to comprehensively reorganize the support system for North Korean defectors from a gender perspective was presented, and policy improvements were derived accordingly.
