이 연구는 7회 지방선거와 21대 총선에 참여한 2030 여성청년, 특히 거대양당을 거부하고 페미니스트 정치를 외치며 원내･원외 소수정당 또는 무소속으로 출마한 여성청년후보들의 선거경험 분석을 통해 정치제도, 특히 공식･비공식 선거제도의 성/차별적 특징을 살펴보았다. 이를 위해 정치제도를 성별과 관련된 규칙들(여성할당제, 여성추천보조금)과 성별화된 효과를 가진 규칙들(성별고정관념, 정치에서의 여성폭력, 선거운동방법, 선거자금)로 구분하고 각각의 규칙들이 여성청년후보에게 어떤 영향을 미쳤는지를 분석했다. 분석결과, 성별과 관련된 규칙들은 거대정당과 일부 소수정당의 여성들에게는 여전히 유의미한 제도이나 페미니스트 여성청년후보들에게는 제도효과가 없는, 문턱이 높은 제도였다. 성별화된 효과를 가진 규칙들은 여성에게 차별적일 뿐만 아니라 청년에게도 차별적이며, 따라서 여성청년은 성별만이 아닌 연령 또는 소속정당의 위치 등에 따른 다양한 차별을 복합적으로 겪어야 하는 상황과 위치에 있다는 것을 확인할 수 있었다.
Abstract
This study examines the (sexual) discriminatory characteristics of the political institutions, especially the formal and informal electoral institutions, through the analysis of the election experiences of young women candidates in their 2030s who ran for minority parties or independents denying two-party system and insisting feminist politics in the 7th local election and the 21st National Assembly election. To this end, the political institutions was classified into ‘rules about gender(gender quota, women’s nomination subsidy)’ and ‘rules with gendered effect (gender stereotypes, violence against women in politics, election campaigns, election funds)’ and analyzed how each rule affected young women. As a result of the analysis, the rules about gender were still significant for women of large parties and some minority parties, but had no institutional effect for young women who wanted to pursue feminist politics. Also, it was confirmed that the rules with gendered effect are not only discriminatory to women but also to young people, and therefore young women are in a situation and position where they have to experience complex discrimination on the basis of gender and age.
