초록

대한민국은 2001년 초저출생 사회로 진입했고, 2004년 저출생 문제가 국가적 의제로 선정된이후 이 문제는 점점 악하되고 있다. 출생률 감소의 원인은 무엇이며 그 해결책은 무엇인지를 논하는 것은 국가의 존폐 위기를 결정지을 수 있는 중요한 사안이 되었다. 이 연구는 출생률 감소의 원인을 한국 여성의 삶이라는 현주소가 말해주는 돌봄노동에서의 성불평등에서 찾고, 돌봄이 여성의 책임이 아닌 인간 모두의 책임으로 여겨지는 세상을 만들기 위한 목회신학적인 논의의 필요성을 논하는 것이다. 저출생이라는 심각한 사회적 문제 해결을 위해 삶의 현장에서 시작하여 목회신학적 담론 구성을 위한 실마리를 모색한다는 점에서 의의가 있다. 이중삼중으로 어려움을 겪는 아이를 둔 직장 여성들의 삶의 현 주소를 살피고, 더 큰 차별의 원인으로 역할을 하는 사적 영역에서의 돌봄노동에서의 불평등을 분석할 것이다. 저출생 문제 해결을 위해서 남성과 여성이 돌봄노동을 함께 참여해야 하는 사회를 만들 필요성과 이를 위해 현재 교회들의 실천적 노력의 한계는 무엇인지 살필 것이다. 이러한 논의가 목회자를 포함한 교회 성도들의 의식개선을 위할 뿐 아니라 돌봄에 관련된 국가 정책을 마련에까지 참고자료가 될 수 있기를 희망한다.

Abstract

South Korea became a society with a very low birth rate in 2001. After the low birth rate issue was identified as a national agenda item in 2004, this problem has steadily worsened. Discussing the causes of the decline in birth rates and exploring potential solutions have become important topics that could resolve the country's existential crisis. This study identifies the cause of the decline in birth rates as gender inequality in caregiving work, reflected in the current state of Korean women's lives. It emphasizes the need for pastoral theological discussions to create a societal framework where caregiving is considered the responsibility of all human beings rather than solely the responsibility of women. This study is significant because it starts from real-life experiences, seeking insights to construct a pastoral theological discourse to address the serious social problem of low birth rates. It will examine the current state of life of working women with children who face double and triple challenges and analyze inequalities in caregiving work within the private sector that cause greater discrimination. To tackle the low birth rate problem, it explores the necessity of establishing a society where women and men participate equally in caregiving work. To this end, the limitations of the current practical efforts of today's churches will be examined. I hope these discussions will raise awareness among church members, including pastors, and serve as a reference for shaping national policies related to caregiving.
