러시아-우크라이나 가스수송 분쟁과 수송 안정성에관한 연구: 쌍방독점이론을 중심으로

최근(2006년/2009년) 발생하였던 러시아-우크라이나 간 가스분쟁은 에너지 안보에 있어 가스 ‘수송 안정성’ 문제가 에너지 수요자와 공급자 양자에게 얼마나 중요한 것인지를 극명하게 보여준 대표적인 사례이다. 세계화시대 국가 간 에너지 분쟁 중에서 가장 중요한 문제 중의 하나는 에너지 ‘수송 안정성’ 부문이며 동 분쟁은 다국적인 국제협력의 틀을 통하여서만 -적어도 이론적으로는- 그 해결이 가능하다. 따라서 2009년 초 발생하였던 러시아-우크라이나 간 에너지 분쟁을 가스 ‘수송 안정성’에 초점을 맞추고 이해하는 것은 동 분쟁의 핵심을 이해하는 중요한 방편이 될 수 있다. 본 논문의 핵심 목적은 러시아-우크라이나 양국 간 가스수송 분쟁이 “왜 매년 협상 결렬로 인해서 재발되는지”를 경제학의 ‘쌍방독점이론’을 적용하여 분석하고자 한다. 나아가 본 논문에서는 쌍방독점 상황 하에서 가즈프롬(가스 수출기업/수송서비스 수요자)과 나프토가즈(수송서비스 공급자), 그리고 EU(러시아 가스 수입자)의 가스수송 안정성 확보를 위한 전략을 분석하고자 한다. 본 연구에서는 러시아-우크라이나 간 에너지 갈등관계를 가스 ‘수송 안정성’ 측면에서 구체적이고 심도 있게 진행하여야 할 연구의 필요성을 강조하고자 한다. 러시아-우크라이나 간 분쟁에 대한 이해는 다른 어떤 부문보다 ‘수송 안정성' 측면에서 분쟁원인과 문제해결을 위한 접근을 해야 하며 쌍방독점이론에 의하면 동 분쟁은 이미 예견되었던 분쟁이다.
Abstract
Recent gas disputes between Russia and Ukraine which had been taking place respectively in 2006 and in 2009 obviously demonstrated how seriously important gas ‘transit stability’ for both demander and supplier of gas regarding the issue of energy security in international arena. In the globalisation era energy ‘transit stability’ among the states has already become one of the most important factors to comprehend the international conflicts concerning the energy security issue. Thus, such international disputes among the states concerning the energy issue can be solved only within the framework of international cooperation, at least. Therefore one would better comprehend the gas disputes between Russia and Ukraine took place in the early 2009 by focusing on gas ‘transit stability’. This will be one of the key ways to help us better understand the gas disputes between these two states in the 21st century. The main aim of the paper attempts to analyse the gas disputes between Russia and Ukraine by applying for the theory of ‘bilateral monopoly’ while questioning “why does this problem repeat?” Furthermore the paper tries to analyse the basic strategies of Gazprom, Naftogaz and EU in order to secure gas ‘transit stability’ under the conditions of bilateral monopoly. The paper strongly emphasises the necessity of using the theory of bilateral monopoly for the analysis of gas disputes between Russia and Ukraine for details. To a considerable degree one could already predict some problematic situation for the Russia-Ukrainian relations concerning the energy transit stability in advance.
