초록

탈냉전 시기 흑해 지역에서 중대한 지정학적 변동이 발발하였다. 다양한 이해관계를 보유한 국제관계 행위자들의 등장은 흑해 지역 국제관계의 성격을 한층 복잡하고 예측 불가능하게 만들어 주었다. 지역화, 개방화, 세계화라는 새로운 국제환경의 출현 속에서 흑해 연안국들은 지역 협력의 필요성을 공감하게 되었다. 이들은 공동의 위협과 도전과제에 대처하기 위한 전략적 정책 방안을 모색하였고, 결과적으로 흑해 지역 협력체를 조직하여 문제 해결을 시도해 나갔다. 신생독립국 우크라이나 지도부도 흑해 지역 협력을 위한 활동에 많은 관심과 노력을 기울였다. 무엇보다 우크라이나 정부가 흑해 지역에 대한 명확한 이해관계를 보유하고 있었기에 그러했다. 정치적인 측면에서, 우크라이나는 흑해 지역 협력을 통해 자국의 주권수호와 독립성 강화, 미래 유럽통합과정에의 참여를 위한 보다 우호적인 환경조성을 원했다. 경제적인 관점으로, 우크라이나는 흑해 지역에서 에너지 자원 수급 다변화와 국제적 운송 루트 개발 사업의 참여에 강조점을 두고 있었다. 안보확립과 경제발전이라는 최우선 국정목표를 달성하기 위해 우크라이나 지도부는 EU 세력권 접근의 유용한 도구로서 흑해 지역 협력체인 BSEC(Black Sea Economic Cooperation)와 GUAM(Organization for Democracy and Economic Development)을 활용하였고, 이를 바탕으로 흑해 지역에서 다자 협력 체제를 강화해 나가는데 정책적 우선순위를 두었다. 물론 우크라이나의 현실적인 국력의 한계와 대내외적인 제약 요인들 때문에 흑해 지역 협력의 결실이 처음 기대했던 만큼 큰 것은 아니다. 하지만, 흑해 지역 협력은 우크라이나에게 미래 발전의 새로운 가능성을 제공해 주는 중차대한 국가적 사안이라고 하겠다. 그런 이유로 현재 우크라이나 정부는 흑해 지역 협력 기구들의 활동 강화와 효율성 증진에 정책의 초점을 맞추면서, 자신의 역할을 모색해 나가고 있다고 볼 수 있다.

Abstract

This study seeks to explore meaning and direction, characteristics of Black Sea regional cooperation in the 21 century, focusing on the perspective of the Ukraine. In post-cold war, countries of Black Sea region is faced with new changes and opportunities. They have worked hard for cooperation in the Black Sea region. Ukraine also took part in the Black Sea regional cooperation, using BSEC and GUAM. Ukraine's policy for the Black Sea regional cooperation began to be more clearly focussed on two strategic goals. First, Ukraine sought to guarantee security as an independent state in the post-soviet. Second, Ukraien had hoped to become a member of the EU. Finally, Black Sea regional cooperation were consistent with the interests of the Ukraine. Black Sea regional cooperation will serve as an important factor in the future development of Ukraine.
