트럼프 행정부 시기 대만해협 위기에 대한 중국의 위기관리 전략

초록

본고는 대만해협 위기에 대한 중국의 위기인식과 위기관리 전략을 분석하는 것을 목적으로 한다. 대만해협 위기는 일종의 재발성 위기로 양안은 과거 세 차례 전쟁으로의 확산 가능성이 있는 군사적 위기상황을 경험한 바 있다. 다만 최근 지속되고 있는 위기는 과거 사례와는 결을 달리 한다. 과거 대만해협 위기가 원만한 미중 관계 하에서 발생하였다면, 최근의 사례는 미중 갈등이 지속 심화되고 있는 상황에서 전개되고 있다. 특히, 동 상황을 계기로 대만이 정체성 회복을 위한 독립적인 대외행보를 시도하고, 이에 미국이 대만을 지원하는 일련의 조치들을 취함에 따라, 위기의 양상이 더욱 복잡해진 경향이 있다. 중국은 이와 같은 복잡한 위기 국면 속에서 현대전의 일종인 여론전・심리전・법률전 등에 기반 한 위기관리 전략을 구사하고 있다. 중국은 대만에 대해 공갈전략과 기정사실화 전략 등 공세적인 위기관리 전략을 전개하는 한편, 미국에 대해선 수세적 위기관리 전략인 한계설정 전략을 구사하는 등 미-대만을 구분하여 위기를 관리하고 있다. 대만해협 위기는 양안관계와 미중관계에서 매우 민감한 사안으로 여기지는 만큼, 차기 미 행정부에서도 지속될 것으로 관찰된다. 뿐만 아니라, 한반도를 둘러싼 한중 간 미해결 과제도 산재되어 있는 만큼, 중국의 위기관리 전략에 대한 체계적이고 지속적인 연구가 필요하다.

Abstract

The purpose of this paper is to analyze China's Crisis perception and response strategies on the Taiwan Strait crisis. The Taiwan Strait crisis is a kind of recurrent crisis, and both sides have experienced three times a military crisis situation with the possibility of spreading into war in the past. However, the recent crisis is different from the past cases. While the Taiwan Strait crisis in the past occurred under the peaceful relations between the United States and China, but the latest Taiwan Strait crisis is occurred in the confrontation between two countries. In particular, the crisis tends to become more complicated as Taiwan attempts to make independent external moves to restore its identity and the United States takes a series of measures to support Taiwan. In this complicated crisis situation, China is using crisis management strategies to Taiwan and the U.S. based on public opinion warfare, psychological warfare, and legal warfare as a kind of modern war. China is taking aggressive crisis management strategies such as blackmail and fait accompli strategies against Taiwan, while China is using a Drawing a line strategy as one of the defensive crisis management strategies against the U.S. Because the Taiwan Strait crisis is one of the very sensitive issue in the U.S.-China relations, so it is expected to continue in the new U.S. Administration. In particular, as there are scattered unsolved problems between Korea and China surrounding the Korean Peninsula, we need systematic review and continuous research on China's crisis management strategy.
