Abstract

This article is an attempt at the understanding of the characteristics of Chinese state in transition period. Different from other East Asian de- veloping countries which adopted a centralized authoritarian growth strategy, China adopted the local government-centered economic growth strategy characterized by decentralization, which followed the reform and opening up policy. Local governments’ active participation has made enormous contributions to China’s economic growth. The increase of the part played by local government, however, has given rise to negative side-effects, such as rent-seeking and plunder of public assets by the state agents. From this perspective, this article argues that rather than regarding China as developing country in the terms of state characteristics, it is more re- asonable to consider it as decentralized predatory state. The predatory behaviors of the local governments and local agents have been especially prominently manifested in the process of countryside land development. Those excessive predatory behaviors have brought about peasants’ lawsuits and protests, even riots. This article has applied tentatively the variables in the theory of decentralized predatory state to China’s land development in transition period and made extensive analyses in the causes why local governments and local agents has become predators in the countryside. The analyses demonstrate that because the powers and interests originated from the land development in the transitional period have been employed in a way that is favorable to the rent-seeking behaviors by the local governments and local agents, their conducts are better regarded as predatoriness-oriented rather than development-oriented. Through the analyses in this article, the negative side-effects resulted from the Chinese-style development model have been reconfirmed and the endeavor to explain the characteristics of the transitional China as decentralized predatory state has been supported by concrete and empirical evidences.
