중국 경제사회 정책의 신개념, 포용적 성장론의 함의와 전망

초록

이 글은 최근 중국 경제사회 정책의 새로운 정책이념으로 주목받고 있는 ‘포용적 성장론’의 이론적 연원과 의의, 그리고 정책적 함의를 분석하였다. 포용적 성장론의 가장 간명한 정의는 “기회의 평등이 보장되는 성장”이라 할 수 있다. 즉 빈부격차 해결의 근본적 처방을 경제적 수입격차라는 결과적 현상에서 찾는 것이 아니라, 경제활동의 초기조건에서 기회의 평등을 실현하는 정책방향이다. 경제적 측면에서는 중국의 풍부한 노동력의 비교우위를 살리면서 많은 일자리를 제공하는 노동집약 산업의 중요성을 강조하고, 사회적으로는 교육과 의료복지의 보편적 제공과 사회안전망 구축 등을 강조한다. 또한 포용적 성장론은 국내정치적으로 사회안정과 통치정당성 강화를 위한 정책처방이며, 대외적으로 개발도상국가와 정책이념 공유를 통해 중국의 국제적 지위 향상을 꾀하려는 의도를 내포한다.

Abstract

This article has analyzed the theoretical origin and meaning, and the political implication of ‘inclusive growth’, which is receiving limelight as a new policy idea of the recent Chinese socio-economic policy. The briefest definition of inclusive growth can be said to be the “growth that guarantees equality of opportunity”. In other words, the fundamental recipe to the resolution of the gap between the rich and poor is not found in the consequential phenomena of the economic gap in income, but is found in the political direction that realizes the equality of opportunity in the initial conditions of economic activities. In the economic aspect, the importance of labor-intensive industries that provide many occupations is emphasized, while increasing the comparative advantage of abundant labor power in China. In the social aspect, the universal provision of education and medical welfare, and the construction of a social safety network are emphasized. Furthermore, the inclusive growth theory is a national political recipe for the reinforcement of social stability and governing legitimacy, and an intention that attempts to enhance the international status of China is connoted through the sharing of the policy ideas with many developing countries.
