Abstract
China achieved per capita GDP US$ 1,000 in 1993 and US$ 7,000 in 2017 while Korea reached per capita GDP US$ 1,000 in 1963 and US$ 7,000 in 1988 in terms of constant 2010 US$. Two countries showed very similar achievements with approximately 30-year intervals. Two countries had been able to attain such rapid growth largely due to export promotion. Korea as well Japan, Singapore, Hong Kong, and Taiwan succeeded in improving both growth and equity during the period of high-speed economic growth, as indicated World Bank (1993), Hence these Asian countries have often been considered as best practice countries for the inclusive growth. However, China, claimed to be socialist country, failed to attain inclusive growth, instead China sacrificed equity in the process of economic growth. In this paper, we intend to compare and evaluate characteristics of growth processes between the two countries using growth accounting analysis. To this end, the characteristics of the growth process between the two countries were compared and analyzed based on the growth accounting in Korea and China. As a result, it was confirmed that China had a faster growth rate of capital accumulation per worker in the early stages of development than Korea, and that there was not enough labor inflow from the rural sector to the urban sector. In addition, Korea's active income policy and social policy during the development period were found to be helpful to attain inclusive growth.
