통일시대 대비 남북한 표준 통일 방안 연구: 협력적 거버넌스 모형을 기반으로

분단 이후 남북한 간의 정치, 경제, 사회, 문화적 차이와 이질성은 점점 더 커져왔다. 이와 함께 산업표준의 차이도 우리가 생각하는 것보다 훨씬 크기 때문에 남북한 표준체계의 비교, 통합 및 통일을 미리 준비하는 것이 필요하다. 본 연구에서는 기존의 연구들이 많이 다루지 않았던 협력적 거버넌스 이론과 그 모형을 통한 남북한 표준체계 비교 방안을 제시하였다. 남북한의 표준체계 비교를 통하여 효과적인 비교가 가능한 분야를 모색하고 이를 남북한 협력적 거버넌스 모형의 상황요인, 관계요인, 그리고 조직요인으로 나누어서 각 요인별로 어떠한 접근을 통해서 남북한 표준화 체계를 비교할 수 있을지에 대해서 분석 하였다. 본 연구결과에서는 실현가능한 협력적 거버넌스 모형의 조직들을 제시했는데 정부의 표준화 관련 조직들, 개성공단 입주기업, 북한이탈주민, 대학 및 연구소, 그리고 국제기구와 같은 조직이나 기관들이 비교를 위한 핵심적인 역할을 할 수 있을 것으로 기대한다. 또한 재난재해 표준체계 거버넌스, 중･러 협력 표준체계 거버넌스 등도 남북 간의 정치적인 상황에 관계없이 항시적으로 작동할 수 있는 모형이 될 수 있다. 이와 같은 조직요인들을 구체적인 경제협력 및 산업협력의 공간으로 계획하고 협력해 나가는 것이 상황요인에서 필요할 것이며, 단순히 표준비교라는 연구 활동에 머무르지 않고 다양한 문화 및 사회활동으로 연결시켜 나가는 것이 관계요인에서 중요한 조건이 될 것이다. 통일의 단계에 따라서 민간, 정부, 그리고 대학 및 연구기관 등의 역할에는 다소 차이를 보이지만 전체적인 조율의 역할은 중앙정부에서 해 나가는 것이 바람직할 것이다. 본 연구에서 제시한 협력적 거버넌스 모형들이 실현된다면 궁극적으로 통일 후 남북한 표준체계 통합 및 조정의 혼란을 줄이고 비용을 절약하는 효과가 나타날 것을 예상할 수 있다.
Abstract
Since the national division, South and North Korea have increased their heterogeneity in politics, economy, society and culture. It is therefore necessary to prepare comparison, integration, and unification of both countries' stadards systems, for they are also very different. This study suggests South and North Korea's standards comparison strategies based on collaborative governance theory and model. I explore some areas or sectors that South and North Korea can build up an effective governance in standards comparison, integration, and unification. Then, I analyze how two countries can make it through collaborative governance model's three factors (circumstance factor, relation factor, and organization factor). This study suggests feasible models of collaborative governance, which includes governments' standards organizations, Gaesung industrial complex companies, North Korea refugees, universities and research institutes, and international organizations. In addition, there can be disaster aid standards governance, China and Russia cooperation standards governance, which are working regardless of political relationship between South and North Korea. In the perspective of circumstance factor, these organization factors can be applied to practical places of economic and industrial cooperation. As the relation factor, cooperation should be expanded to cultural and social activities. Roles of government, private companies, universities, and research organization differ in each stage of national unification. National governments should play an central and coordinating role. With the sufficient strategic supports, these models will produce benefits to both countries, save unification costs, reduce disorder of standards integration and unification, and be a meaningful foundation for preparing the unification.
