한국 경제발전기 정부의 특성과 공무원 교육훈련의 관계에 관한 연구

본 논문의 목적은 우리나라 5.16 군사정부 시절부터 제5공화국시절 까지 경제발전 시기의 역대 정부들의 특성과 공무원 교육훈련과의 관계를 살펴보는 것이다. 고도의 경제성장 과정에서 정부가 중요한 역할을 담당했음은 여러 연구를 통해 밝혀졌지만, 당시 정부들이 어떻게 공무원들에게 필요한 지식과 기술을 교육시켰고, 이들의 역량을 어떻게 정책과정에 집결시킬 수 있었는지에 대한 연구는 거의 없었다. 공무원 교육훈련의 대표적 기관인 중앙공무원교육원의 교육과정을 분석한 결과, 경제발전기 역대 정부들은 정신교육 또는 이념교육으로 불리는 공직관 교육과 정책개발 및 추진에 필요한 다양한 교과목들을 집중적으로 교육시켰음을 확인하였다. 이를 통해 정부는 관료제에 대한 통제력을 확보하였음은 물론, 공무원들의 실무역량을 향상시키면서 경제발전정책을 추진할 수 있었다. 이러한 연구결과는 우리나라 공무원 교육훈련이 지식과 기술의 전수뿐만 아니라 개별 정부가 관료제에 대한 통제력을 확보하는 수단으로 활용되었음을 보여준다.
Abstract
The purpose of this paper is to study the relationship between characteristics of individual administrations and civil service training in the era of economic development of Korea. By analyzing the training programs of the Central Officials Training Institute, the author finds that individual administrations emphasized the so-called public service ethics training for government officials as well as knowledge and skill training required for development and implementation of economic policies. This finding indicates that each government could secure support of government officials and mobilize them to achieve the goals of development policies through civil service training. In sum, this study reveals that the individual governments in the economic development era utilized civil service training as a mean to control government bureaucracy as well as to build capacity of government.
