본 논문은 주한미군의 사드 배치를 계기로 기존 한국 탄도미사일방어(BMD)의 발전에 필요한 최선의 정책 방향을 제안하기 위한 목적으로 작성되었다. 이를 위하여 BMD의 기본적인 개념과 다른 국가의 사례를 분석하였고, 한국의 현 BMD 실태를 평가한 다음, 몇 가지 논의되어야할 과제를 제시하였다. 분석의 결과로서, 한국은 하층방어 위주로 단독으로 추진하는 KAMD에서 벗어나 BMD의 이론에 부합되도록 다층방어를 추진하고, 금기시해오고 있는 미국과의 협력을 재개 및 강화할 필요가 있다고 판단하였다. 이러한 점에서 KAMD 용어를 KBMD로 바꾸는 방안을 적극적으로 제기하였다. 새로운 명칭을 통하여 분위기를 일신하고, 기존의 한계를 벗어나 세계 다른 국가와 유사한 BMD 개념으로 환원하는 것이 필요하다고 판단하였기 때문이다. 그런 다음에 KBMD는 하층방어와 함께 상층방어를 중요한 요소로 포함시키고, 주한미군의 BMD와 유기적으로 통합할 뿐만 아니라 분업개념에 의하여 효율성을 강화해 나가야 한다. KBMD 구축 및 운영을 책임지는 기관을 명확하게 지정하거나 확대편성 해야 한다. 나아가 휴전선에 근접한 서울방어의 특수성을 고려하여 중층방어 개념을 포함시키고, 각 도시 방어를 위한 PAC-3를 조기에 구매하여 배치할 필요가 있다. KBMD에 관한 국민들의 공감대를 확산하고, 예산을 보장하며, KBMD 작전에 관한 법적인 조치를 사전에 강구하는 등 국가적 차원에서의 적극적 지원도 필수적이다.
Abstract
This paper is written to recommend the desirable policy directions for the South Korean Ballistic Missile Defense (BMD) considering the deployment of the U.S. THAAD (Terminal High Altitude Area Defense) to South Korea. For this purpose, it reviews the general concept of BMD and examples of BMDs by other countries, evaluates the level of South Korean BMD and proposes a few issues to be discussed for South Korea. As a result, this paper recommends to change the name of KAMD into KBMD in order to strengthen the multi-layered defense and cooperation with the U.S. In other words, South Korea should integrate its BMD with that of USFK (U.S. Forces in Korea) and allocate some areas for the defence to the USFK BMD. It should designate and reinforce the exclusive organizations for the building-up and operation of its BMD. It needs to re-draw a blueprint for its desirable BMD by incorporating the USFK BMD capabilities. It may add the middle-tier defense concept for the defense of Seoul while purchasing more PAC-3 interceptors for other major cities. South Korean government should build up people's consensus for its BMD, provide sufficient budget to its military for the BMD and provide necessary legal provisions to ensure the instant response to the enemy's nuclear missile attack.
