한국과 일본의 대탄도미사일방어(BMD) 비교 : 대미협력 수준 차이를 중심으로

본 논문은 북핵 대응을 위하여 한국과 일본이 추진해온 탄도미사일방어(BMD)가 20 여년 후 상당한 수준차를 야기했는데, 그의 가장 큰 원인은 미국과의 협력 여부이고, 따라서 한국이 적절한 BMD를 구축하고자 한다면 지금이라도 미국과의 협력을 강화할필요가 있다는 문제의식에서 작성되었다. 이를 위하여 BMD의 기본개념을 소개하였고, 한일 간 BMD 구축에 관한 공통요소인 북핵 위협과 대미동맹을 살핀 다음에, 한일 양국 BMD의 수준을 평가하고, 대미협력의 수준을 비교하였다. 분석의 결과, 한국은 ‘미 MD 불참’이라는 일부의 주장에 흔들려 미국과의 협력을기피하였고, 일본은 처음부터 미국과의 협력을 통하여 그들 BMD의 기본 청사진을 구상하였을 뿐만 아니라 SM-2 BlockIIA의 경우에서 보듯이 필요한 무기체계를 공동으로개발하기도 했다. 한국의 대미협력 기피가 한일 BMD 격차의 가장 결정적인 이유라고할 수 있다. 북한에 대한 연합 전쟁억제와 방어를 위하여 한미연합사(CFC)를 형성하고 있는 한국이 BMD에 관하여 미국과 협력하지 않는다는 것은 타당하지 않다. 한국은 “한국형미사일 방어”의 집착에서 벗어나 일반적인 BMD로 전환하면서 미국과의 협력을 중요시할 필요가 있고, 한국의 BMD와 주한미군 BMD를 통합해야 한다. 현재의 방공유도탄사령부를 합동방공유도탄사령부로 격상시키고, 유사시 ‘연합방공사령부’로의 전환도준비해야 한다.
Abstract
This paper is written to compare the Ballistic Missile Defenses (BMDs) of South Korea and Japan and assess the levels of them and causes of the gap. For this purpose, it introduces the basic concept of BMD, examines the commonality of two BMDs such as North Korean nuclear threat and their alliances with the U.S. It assesses the levels of BMDs of the two countries and their cooperation policies with the U.S. As a result, this paper found out that South Korea intentionally avoided its cooperation with the U.S., because it could not persuade the oppositions of several civilian activists, who claimed that South Korea should not participate in the U.S. BMD. To the contrary, Japan designed its BMD concept and blueprint with the assistance of the U.S. military and reached the joint development and production level of cooperation with the U.S. The gap between the BMDs of two countries stemmed from the difference of degree of cooperation with the U.S. BMD. It is imperative for South Korea to cooperate with the U.S. regarding the BMD, because two countries established the Combined Forces Command for the common deterrence and victory of war. South Korea needs to change its current KAMD(Korea Air and Missile Defense) concept to normal BMD concept while focusing on its cooperation with the U.S. It needs to pursue the integration and division of labor with the BMD of the U.S. Forces in Korea and prepare for Combined Missile Defense Command with creation of its Joint Missile Defense Command.
