사회적 비용을 수반하는 심각한 사회적 갈등은 특정 순간에 갑자기 큰 문제로 나타나기도 하고 때로는 갈등 해결과 관계없이 특정 시점에서 사라지기도 한다. 이러한 관점에서 본 연구는 비선호시설의 입지 갈등의 문제가 확대되는 시점이 선거 기간과 상호 관련되어 있는지의 여부를 분석하는데 목적이 있다. 즉 환경 갈등 사례에서 나타나는 공통적인 현상을 추출한 후 사회적 갈등의 진전 패턴을 분석하여 이러한 패턴이 실제 정치적으로 연관성을 갖고 있는지에 대한 분석을 실시하고자 한다. 본 연구는 2000년 이후 한국에서 발생한 두 가지 입지 갈등사례, 즉 부안 방사성 폐기물 처리 갈등과 제주 해군 기지 건설 갈등의 사례를 분석하였다. 분석방법은 KBS, MBC, SBS와 같은 주요 TV 뉴스 프로그램의 빈도를 분석한 후 각 갈등의 이슈와 선거 기간간의 상호 관련성을 분석하였다. 지금까지 입지 갈등 관리의 연구에서 정치 개입은 중요한 변수로 생각되지 않았다. 그러나 본 연구의 결과, 정치 개입이 분쟁을 증폭시키는 요인 중 하나로 고려되어야한다고 제안하였다. 갈등의 사례를 통해 과거의 패턴이 미래 예측의 표준이 될 수 있다면, 본 연구는 미래의 비선호시설 입지 갈등의 사전 관리에 도움이 될 수 있다고 판단된다.
Abstract
Severe social conflicts that involve social costs suddenly show up as big issues at a specific moment and sometimes disappear at a particular point regardless of conflict resolutions. From this point of view, the study aims to analyze whether the issue of location conflict of non-preferred facilities is interrelated with the election period. In other words, after extracting the common phenomenon in the case of environmental conflict, we analyze the pattern of progress of social conflict and analyze whether this pattern is actually politically related. This study analyzed two cases of location conflicts in Korea since 2000, namely, the conflict of radioactive waste disposal in Buan and the conflict of construction of Jeju naval base. The analysis method analyzed the frequency of major TV news programs such as KBS, MBC, and SBS, and analyzed the interrelationship between the issues of each conflict and the election period. So far, political intervention has not been considered an important variable in the study of location conflict management. However, as a result of this study, it has been suggested that political intervention should be considered as one of the factors that amplify conflict. If the past patterns can be a standard for future prediction through examples of conflicts, this study can be helpful in the advance management of future non-favorable facility location conflicts.
