공공갈등관리에 대한 시스템적 접근：방폐장 입지선정 사례를 중심으로

본 연구는 시스템적 접근방법을 이용하여 방폐장 입지선정과 관련된 갈등을 관리하기 위해 설계된 갈등관리시스템이 어떠한 조건을 충족하지 못하여 작동되지 않았는지, 아니면 어떠한 조건을 충족함으로서 작동되었는지를 비교·분석하였다. 이를 위해 거의 20년 동안 사회적 쟁점으로 부상했다 잠복했다를 반복하여 왔던 방폐장 입지선정 과정을 3개의 시기로 구분하여 분석하였다. 분석결과 제1기와 제2기 사이에는 뚜렷한 개선점을 발견할 수 없으나 미미하게나마 개선되는 방향으로 진화하였고, 제3기에 작동된 갈등관리시스템은 제1기와 제2기의 시스템에 비하면 상당한 발전이 있었음을 발견할 수 있었다. 제1기 제2기 및 제3기 방폐장 입지선정 갈등관리시스템에 대한 비교로부터 얻을 수 있는 가장 핵심적인 교훈은 시스템적 요소를 고려한 투입의 조절과 투입에 걸맞는 전환과정 상의 제반 요소들이 잘 조화되어 상승적 효과를 내는 것이 갈등관리시스템의 효과적 작동에 있어서 가장 중요하다는 점을 확인할 수 있었다. 그러나 과도한 인센티브의 제공, 경쟁적 대립관계를 야기하는 주민투표 방식 그리고 의사결정권한의 배분에 있어서 지나친 편향 등은 개선되어야 할 사항으로 남아 있음을 알 수 있었다.
Abstract
The purpose of this paper is to examine how public conflicts are resolved in Korea. Concretely, this paper divides the attempts for selecting radioactive waste disposal sites during the twenty years into three periods and compares them. For this purpose, this paper employs systems approach. Based on the comparative case analysis, this paper finds as follows: 1) there is no major improvement in the conflict management system during the first period and the second period, but considerable progress is achieved in the third period; 2) the major implication is to combine and coordinate comprehensively input and process in the conflict management system; 3) but a plebiscite vote to determine the site of radioactive waste disposal gives rise to serious trouble between provincial regions and consequently should be improved.
