한국의 ‘국방개혁 1.0’ 평가: 북핵 ‘위협’과 ‘대응’을 중심으로

본 논문은 최근 남북 및 미북 정상회담으로 북한의 비핵화에 대한 기대가 높아지자 한국 정부가 ‘국방개혁 2.0’의 방향을 북핵 대비에 소극적인 방향으로 전환하고 있는 상황을 바탕으로 이전에 추진된 한국군의 '국방개혁 2020' 즉 ‘국방개혁 1.0’이 북한의 핵위협에 효과적으로 대응하는 방향으로 추진되었는가 여부를 평가하기 위한 목적으로 작성되었다. 이를 위하여 국방기획과 국방개혁, 위협인식과 대응, 동맹과 자주에 대한 이론을 살펴보고, 한국이 추진해온 ‘국방개혁 1.0’의 경과와 성과를 설명한 다음, 그 내용을 위협인식과 동맹관리 차원에서 분석하였다. 분석 결과, ‘국방개혁 1.0’의 추진에 있어서 한국은 북한의 핵위협을 있는 그대로 인식하지 않음에 따라 국방기획의 출발부터 잘못되었고, 그러면서도 한미동맹을 강화하여 미국의 역량을 제대로 활용하지도 않음으로써 북핵 대비태세를 제대로 갖추지 못하였다는 점을 입증하였다. 따라서 ‘국방개혁 2.0’의 경우도 ‘국방개혁 1.0’의 전철을 밟지 않기 위하여 북핵 위협 사항을 더욱 적극적으로 반영하여 수정할 필요가 있다. 특히 위협기반 국방기획으로 전환하여 북핵 위협 대응에 대한 집중력을 강화하고, 미국의 역량을 최대한 활용함으로써 대비태세 구축의 시간을 단축할 필요가 있다.
Abstract
This paper is written to find out whether South Korean 'Defense Reform 1.0' was pursued in a way to meet the North Korean nuclear threat or not, under the situation that South Korean government decides to dilute its nuclear preparedness in its 'Defense Reform 2.0' plan in the wake of North Korean promise to denuclearize its nuclear weapons. For this purpose, it examines theories on defense planning and defense reform, threat recognition and alliance. It examines the backgrounds and achievements of the "Defense Reform 1.0” and proves South Korean military's mistakes in threat recognition and alliance management. As a result, this paper found that South Korean 'Defense Reform 1.0' made a wrong start with the underestimation of North Korean nuclear threat and failed to make the most of the U.S. forces' capabilities. South Korea cannot afford to reduce its investment in nuclear defense preparedness with regard to its 'Defense Reform 2.0' initiative. It should adopt the threat-based military planning approach, concentrate on nuclear preparedness and make the most of its alliance with the U.S. in order to reduce the necessary time for the reliable nuclear preparedness.
