국내외 마약문제 분석을 통한 마약피해지수(Drug Harm Index) 개발

본 연구는 우리나라의 마약피해지수(Drug Harm Index)를 개발하는 연구로서, 우선 마약피해지수 개념적 정의와 주요 외국의 연구를 검토하였다. 이를 바탕으로 ‘마약피해지수(Drug Harm Index)’의 산정방법을 우리 실정에 맞게 적용하여 한국마약피해지수(KDHI)를 개발하였다. Drug Harm Index는 통하여 단순한 양적 증감이 아닌 마약 문제의 질적 심각성의 증감을보다 객관적으로 확인 가능하며, 실제 국민의 삶의 어떠한 부분에 얼마만큼의 고통이 가해지고 있는지, 이로 인한 국가･사회에의 손실은 어떠한지, 각각의 가중치를 고려한 그 증감은 어떠한지를 파악할 수 있을 것이다. 연구결과 2016년의 마약류 및 유해약물의 사회적 손실비용과 관련하여 1인당 비용은1,023,712,323원이며, 전체비용은 168,253,332,167원으로 분석되었다. 암수율(28.57배)을 고려한 전체비용은 4,873,091,925,992원(약 4조8천7백억원)으로 추산되었다. 이상과 같이 도출된 값을 기준으로 하여 산정한 한국마약피해지수(KDHI) 기준값은 1,210,898,401,586원으로산정되었으며 이를 2016년 기준 100으로 설정하였다. 이러한 한국마약피해지수(KDHI)를 통하여 마약류 사용 및 연계된 유해성들의 영향에 대한총괄적인 측정을 제공할 수 있는 기준이 될 것이며 마약류 정책 수립 및 분석이 상당히 개선될 것으로 생각된다.
Abstract
This study is a study to develop Drug Harm Index in our country. First, we examined the conceptual definition of Drug Harm Index and the major foreign studies. Based on this, by applying the calculation method of Drug Harm Index According to the situation we developed the Korea Drug Damage Index(KDHI). Drug Harm Index is able to more objectively determine the increase or decrease in the qualitative seriousness of the drug problem, rather than a mere quantitative increase. You can see how much pain is being said in any part of the lives of the people in real life. The loss to the country and society due to this, it will be able to determine what the increase and decrease considering the respective weights. Research shows that the cost per person is 1,023,712,323 won in relation to the drugs and social loss costs of hazardous drugs in 2016. The total cost was analyzed to 168,253,332,167 won. The total cost considering the hidden crime rate was estimated to be 4,873,091,925,992 won (about 4.87 trillion won). Korea Drug Damage Index (KDHI) based on the calculated value derived as described above was calculated as 1,210,898,401,586 won. This was set to 100 based on 2016. Through this Korea Drug Damage Index (KDHI), it will be a standard to provide a blanket measurement of the effects of drugs use and associated hazards. Further, it is believed that drugs policy formulation and analysis will be significantly improved.
