최근 우리사회를 뒤흔들고 있는 사회문제 중 하나가 마약류 문제임에는 틀림이 없을 것이다. 문제는 마약류의 투약자가 과거 30-40대가 주를 이루었다면(4,575명, 51.5%), 오늘날에는 20대의 수가 계속해서 증가하고 있으며, 또한 유통구조도 과거와 달리 비트코인 거래를 통한 인터넷 기반 서비스에서의 은밀히 거래, 그리고 마약이 유통과 투약이라는 1차적인 문제에 머물지 않고, 제2차적 범죄, 심지어 제3차적 범죄로 이어지는 카르텔이 형성되고 있다는 점이다. 이에 본 연구에서는 먼저 마약류 범죄의 현 실태와 심각성을 살펴보고, 사회적 위험 감소와 예방을 위한 다양한 정책적 대응방안을 모색하는데 근본적인 목적이 있다. 따라서 본 연구에서는 다양한 이론적 논의 및 국내와 대구·경북의 마약류 범죄 현황을 살펴보고, 마약류 사범 증가 원인과 그 대응방안을 모색해 보았다. 대응방안으로는 첫째, 마약류 사범에 대한 치료보호제도의 다양한 개선이 이루어져야 하며, 둘째, 마약류 사범에 대한 단속강화와 종합대책의 실행력 제고가 이루어져야 한다. 셋째, 형사사법 처벌의 강화와 유연성 제고가 필요하며, 넷째, 범정부 차원의 통합 마약류 전담부서 신설이 이루어져야 할 것이다.
Abstract
Recently, one of the social problems that are shaking our society must be the drug problem. The problem is that drug users were in their 30s and 40s (4,575, 51.5%) in the past, but today, 20s continue to increase. In addition, unlike in the past, the distribution structure is being secretly traded on Internet-based services through Bitcoin trading. The drug is not just a primary problem of distribution and abuse, but a cartel is being formed that leads to the second and even third crimes. The purpose of this study is to examine the current status and severity of drug crimes and to explore various policy countermeasures for reducing and preventing social risks. Therefore, this study examined various theoretical discussions and the current state of drug crimes in Korea, Daegu, and Gyeongbuk, and also explored the causes of drug abuse and its countermeasures. As a countermeasure, first, various improvement of treatment protection system for drug offenders should be made. Second, the enforcement of crackdowns on drug offenders and enforcement of comprehensive measures should be improved. Third, criminal penalties need to be strengthened and flexibility increased. Fourth, a government-level integrated department for integrated drugs needs to be established.
