초록

Japanese government had implemented various policies to achieve a balanced regional development during several decades, such as regional industrial development policies, public works projects for rural areas and financial transfers from the central government to local governments. Policy for public works was one of those policies changed under Koizumi government. It was unusual because concentration of public works projects on rural areas had been a traditional policy-direction of the LDP government and the LDP had gained strong electoral support from rural constituents. This policy change can be explained by prime minister Koizumi’s personal preference to neo-liberal reform and the LDP’s electoral politics because Japanese voters showed strong anti-pubic works sentiment due to its inefficiency and related political corruptions. Unlike these explanations, this study focus on policy ideas of bureaucrats and politicians, analyzing the government documents and minutes of the House of Representatives related to public works projects. This study reveals that consideration of international competitiveness under globalization was a major reason of policy change for public works in the early 2000s.
