Abstract
The purpose of this study is to track changes in Russia’s “Sharp Power” strategy, focusing on RT and Sputnik, while paying attention to the concept of “Sharp Power,” and to analyze Western perceptions and responses to this. The “Sharp Power” strategy aims not to use one’s charm to convince or persuade the other, but to sabotage the other’s trust in the political regime, social system, values, and to promote confusion and division in the other’s society, as well as to suggest alternatives while denying the other. Russia’s “Sharp Power” strategy using foreign propaganda through media has changed as follows. First of all, in the early years (2005-2008), the Russian government established Russia Today to break away from its aggressive image maintained in the West, weakening the influence of the Western media, and pointing out the injustice of NATO expansion to the people of Western countries. During the transition period (2008-2014), in the wake of the Russia-Georgia War in August 2008, Russia Today began to focus on criticism of the U.S. government, breaking away from the spread of positive images of Russia. In this respect, Russia Today changed its name to “RT” and activated YouTube channels to expand its influence in the West. In addition, the Russian government has established a new foreign propaganda media, Rossiya Segodnya. During the expansion period (after 2014), in the wake of the “Ukraine crisis,” Russia’s foreign propaganda media began to strongly reveal their political colors by employing belligerent rhetoric beyond the role of “alternative media” to question the governments and media of Western countries. Along with this, a new foreign propaganda media Sputnik launched radio broadcasting and online news services, and RT also attempted to expand its influence through the establishment of overseas branches. Until the end of 2013, Western countries did not actively respond to RT or Sputnik’s activities. However, as the relationship between Russia and the West deteriorated due to the “Ukraine crisis,” which began in late 2013, and Russia’s annexation of the Crimea in March 2014, they gradually changed their stance. Moreover, Russia's foreign propaganda media were suspected of intervening in the 2016 Brexit referendum and the U.S. presidential election as well as the 2017 French presidential election. In 2018, they were even criticized for biased reporting of the so-called “Salisbury poisonings” in 2018. Accordingly, Western countries have begun to tighten sanctions against RT and Sputnik.
