중국공산당 전국대표대회 보고 작성과정에 관한 연구 : 후진타오와 시진핑 시기 총서기의 역할과 당 내외 의견수렴 과정을 중심으로*

본 연구는 신화사에서 발표하는 중국공산당 전국대표대회(이하 당대회) 보고 작 성과정을 17차 당대회 (2007년)부터 20차 당대회 (2022년)까지 분석하여 이 과정에 서 총서기의 역할과 당 내외 의견수렴 과정을 살펴본다. 총서기는 당대회 보고의 주제와 틀, 정책기조를 결정하는 초기단계에서 중요한 역할을 한다. 이를 통해서 총서기는 어떤 의제를 포함할지를 결정한다. 20차 당대회 보고 작성과정에서는 당 대회 보고 작성과정의 영도주체가 정치국 상무위원회에서 시진핑 총서기로 바뀌었 는데, 이는 시진핑의 권한이 19차 당대회 때와 비교해서도 더 강해졌다는 것을 보여 준다. 당 내외 의견수렴은 총서기가 결정한 정책의 큰 틀 속에서 구체적인 정책의제 를 다루는 단계에서 제한적으로 행사된다. 중국공산당이 당대회 보고 작성과정에서 당 내외 의견수렴을 거치는 것은 절차적 정당성을 강화하기 위한 노력으로 보인다.
Abstract
This study investigates the process of writing Party Congress reports of the Chinese Communist Party (CCP) from the 17th Party Congress in 2007 to the 20th Party Congress in 2022 by focusing on the roles of general party secretary and collecting opinions. This study finds that the general party secretary plays a crucial role in deciding themes and frames of the reports at the initial stage of writing reports. The general party secretary can influence policy orientation of the report by deciding which agenda would be included. While the processes of writing 17th, 18th, and 19th reports of Party Congress were under the leadership of the Politburo Standing Committees, that of 20th report was under the leadership of Xi Jinping. This suggests that Xi Jinping became more powerful in 2022 than five years ago. The CCP tries to collect opinions from party members and non-party members in the process of writing reports of Party Congress to increase its legitimacy. It appears that these opinions play a limited role in revising drafts of Party Congress reports.
