초록

전통적으로 소련과 러시아의 외교정책은 ‘강대국주의(Greatpowerness)’에 바탕을 두고 있으며, 러시아의 아시아․태평양 정책에 종속되는 한반도 정책 역시 강대국주의에 근간을 두고 지정학과 전략적 이익 개념을 실현하려는 현실주의적인 정책을 구사해왔다. 본 논문에서는 러시아 외교정책의 ‘예외주의적 강대국주의’ 성격을 제시하고 있으며, 이를 중심으로 소련의 6·25전쟁 개입과 한반도 평화체제 구축에 대한 러시아의 인식을 중점적으로 살펴보려는 목적을 갖고 있다. 이를 통해 드러난 러시아의 한반도 정책의 특성은 첫째, 6·25전쟁을 스탈린이 소련의 유럽 전략과 아시아 공산주의의 공세라는 틀 속에서 미국과 중국을 끌어들이는 데 주력했다면, 한반도 평화체제 역시 미․러 관계 속에서 한반도를 인식하려는 사고가 중심적으로 자리 잡고 있다. 둘째, 한반도 문제에 대한 러시아의 역할을 확보하기 위해 동북아 다자안보 체제를 일관되게 주장해왔다. 이를 통해 러시아가 아시아와 접하는 국경지대의 안정성을 보장하고, 아시아․태평양 지역에서 미국의 영향력을 약화시킬 수 있는 기회를 얻고자 한다. 셋째, 20세기부터 현재에 이르기까지 소련과 러시아가 사실상 한반도 평화 구축에 크게 기여하지 못했다. 그러나 러시아가 지금까지 한반도 평화에 그다지 기여하지 못했다고 해서 향후에도 마찬가지일 것이라고 단정할 필요는 물론 없다. 러시아는 잠재적으로 한반도 평화 체제 형성에 일말의 역할을 할 수 있는 ‘촉진자’가 될 수도 있다. 다만 러시아는 자신의 예외주의적인 강대국주의를 힘이 강할 때는 물론 약할 때도 포기할 의사가 없으며, 한반도에서 현실주의 원칙에 입각해 이익을 추구할 것이다.

Abstract

Traditionally, Soviet and Russian foreign policy has been based on “greatpowerness.” Russia's policy towards the Korean Peninsula, which belongs under its broader Asia policy, has also followed a realist approach, aiming to advance its geopolitical and strategic interests. This paper examines the “exceptional greatpowerness” nature of Russia’s foreign policy, with a particular focus on its perception of the Soviet Union's intervention in the 6·25 Korean War and the establishment of a peace regime on the Korean Peninsula. The study reveals the following characteristics of Russia’s Korean Peninsula policy: First, while Stalin primarily sought to engage the United States and China within the framework of the Soviet Union’s European strategy and its offensive against communism in Asia, the approach to establishing a peace regime on the Korean Peninsula is rooted in the context of U.S.-Russian relations. Second, Russia has consistently advocated for a multilateral security system in Northeast Asia, aiming to secure a role in Korean affairs. This would allow Russia to maintain stability along its Asian borders and explore opportunities to diminish U.S. influence in the Asia-Pacific region. Third, throughout the 20th century and until the present, the Soviet Union and Russia have not made significant contributions to peace building on the Korean Peninsula. However, the absence of substantial contributions thus far does not necessarily dictate their future actions. Russia could potentially act as a “facilitator” in shaping a peace regime on the Korean Peninsula. Nonetheless, Russia remains committed to its exceptionalist power, driven by realist principles, regardless of its strength or weakness, and will pursue its interests on the Korean Peninsula accordingly.
