사회보장지출 수준 증가에 따른 향후 우리나라 공무원 규모 예측: OECD 선진국들의 경험을 중심으로

본 연구의 목적은 향후 예상되는 사회보장지출 수준 증가가 우리나라 공무원 규모를 어느 정도 증가시킬 것인지를 OECD 국가들의 경험을 통해 예측함으로써, 우리나라 공무원규모 변화에 대한 시사점을 도출하는 데 있다. 본 연구는 분석지표 면에서 선진국들만을 대상으로 할 경우 기존연구에서 사용된 인구와 1인당 GDP 같은 국가간 여건의 차이보다는 GDP 대비 사회보장지출 비중을 이용하는 것이 보다 타당함을 설명하였다. 또한 이를 통한 분석에서 향후 GDP 대비 사회보장지출 비중이 증가하였을 때의 공무원 규모가 외국의 경험에 비추어 인구 천 명당 약 48-86명 사이에 해당할 것임을 추정하였다. 또한 국가체제와 관련하여서는 향후 우리나라가 어떠한 국가체제를 취하더라도 현재보다 많은 공무원규모를 필요로 할 것으로 분석되었다.
Abstract
The purpose of this study is to derive implications of change of the scale of our country’s public officials, by predicting through experiences of the OECD countries to what extent an expected increase of social security expenditures. This study has explained that where developed countries are applied in terms of analysis index, it is more valid to use the weight of GDP-to-social security expenditures than the differences of conditions among countries such as the GDP per capita or population, which has been used in prior studies. Also through this analysis, this study has estimated that when the weight of GDP-to-social security expenditures increases in the future, the scale of public officials would constitute about 48 to 86 persons per one thousand persons in the population. Besides, with respect to the national system, it has analyzed that regardless of what national system our country would take in the future, many public officials would be necessary more in the future than now.
