정책연구자의 공동연구 연결망에 대한 연구

이 연구는 한국의 정책연구자들의 공동연구의 경향과 공동연구자들이 구성하는 연구망의 모습과 속성을 탐색하여 그 의미를 찾는 데 있다. 정책학 연구자들이 어떤 모습으로 공동연구를 수행하는가를 확인하기 위해 정책학 관련 전문학술지로 간주될 수 있는 학술지에 기고된 논문 중 공동연구를 대상으로 한다. 공동연구에 참여한 연구자들의 다양한 모습을 추구하는 일환으로 social network analysis 기법을 적용하여 공동연구자들의 관계가 어떻게 형성되는지를 확인한다. 이 연구는 제한적이나마 정책학과 행정학 영역에서의 공동연구 속성을 진단해 준다. 즉, 공동연구망의 핵심요소는 학부 학위의 동질성이라는 점을 확인한 것이다. 이러한 분석은 정책학 분야에서의 공동연구는 인적 연계망을 기초로 이루어지고 있다는 점을 확인한 것이다. 특히, 국내 대학교의 학부 학위의 동질성이 공동연구망의 핵심적인 요소가 되는 반면에 박사학위 수여교는 그러한 점을 보이지 않는 점은 매우 의미있는 시사점을 제공한다. 공동연구자들의 학사학위의 동질성과 박사학위의 이질성은 Granovetter(1973)가 제시하는 강한 연결과 약한 연결의 요소를 동시에 내포하고 있다. 강한 연결이 제공하는 동질성은 공동연구에 참여하는 연구자들이 함께 공유할 수 있는 소속감이나 연대감을 반영해 준다. 반면에 약한 연결이 제공하는 다양성과 새로움은 학문적 탐구에 다양한 방법과 논리의 적용을 가능하게 한다. 이렇게 보면, 한국정책학회보의 공동연구에 참여한 공동연구자들은 연결망 연구에서 제시하고 있는 연결의 강함과 약함에 제공해 주는 장점을 동시에 충족시키고 있다고 볼 수 있다.
Abstract
The purpose of this study is to identify and evaluate the patterns of the collaborative research among Korean policy scholars. For this, those papers that have been published in the Korean policy related journal are investigated in terms of such backgrounds as the schools for Bachelor and Doctoral degrees. This study identifies that the very element connecting scholars to do a collaborative study is their bondage in the Bachelor degree school. The Doctoral degree school does not demonstrate the connecting bondage among them. The homogeneity in B. A. but the heterogeneity in Ph.D. reflect the ramifications that Granovetter (1973) suggests in the strong and the weak ties in the relations. A strong tie out of the undergraduate schooling would enable the scholars to form a strong belonging-ness to work together. But, a weak ties in post-graduate studies would let them share different perspectives and methodologies that possibly enhance the quality of the study. This is the very reason why policy scholars work together in search of the answers to the social problems.
