‘글로벌 사우스’는 지리적으로 남반구에 있는 국가들이 아니라, 경제적으로 개발도상국이자, 정치적으로 비서방국가로 분류되는 국가들을 의미하는 개념이다. 러시아-우크라이나 전쟁 발발 이후 ‘글로벌 사우스’가 주목을 받게 된 이유는 여기에 속하는 일부 국가가 상당한 경제력에 기반을 두고 서방과 러시아 사이에서 정치적 자율성을 행사하기 시작했기 때문이다. 하지만 러시아는 ‘글로벌 사우스’라는 개념 대신 서방 국가들을 배제하면서 자신을 포함하는 이른바 ‘세계 다수’(World Majority)라는 개념을 선호하고 있다. 또한, 대외정책의 중심을 글로벌 사우스로 이동시키고 중동, 아프리카, 라틴아메리카 국가들을 핵심적인 파트너로 규정하고 있다. 이에 따른 글로벌 사우스 전략의 목표는 다음과 같다. 첫째, 글로벌 사우스 국가들과의 협력을 통한 세계질서의 다극화 촉진이다. 둘째, 글로벌 사우스 국가들에 대한 안보 지원이다. 셋째, 글로벌 사우스 국가들과의 경제협력 확대이다. 넷째, 글로벌 사우스 국가들에서 러시아에 대한 우호적 인식 확산이다.
Abstract
The term “Global South” refers not to countries situated geographically in the Southern Hemisphere, but rather to those classified economically as developing countries and politically as non-Western countries. The concept has gained increased attention following the outbreak of the Russia-Ukraine war, as certain Global South countries, leveraging their substantial economic power, have begun to assert political autonomy between the West and Russia. Notably, Russia has rejected the term “Global South,” instead promoting the notion of a “World Majority” - a category that explicitly includes Russia while excluding Western countries. In alignment with this conceptual shift, Russia has redirected its foreign policy priorities toward deepening cooperation with the so-called “World Majority,” identifying countries in the Middle East, Africa, and Latin America as key partners. Russia's strategy toward the Global South thus pursues four principal objectives: first, fostering the multipolarization of the world order through enhanced cooperation with Global South countries; second, providing security assistance to these countries; third, expanding economic partnerships; and fourth, cultivating favorable perceptions of Russia among Global South populations.
