중남미의 글로벌 사우스에 대한 인식과 전략

미국과의 동맹이 중요했던 중남미는 아시아 및 아프리카와 비교하여 글로벌 사우스에서 역할이 크지 않고, 지역 차원의 글로벌 사우스 전략이 부재하다. 그러나 중남미 번영은 중남미 통합의 한계를 뛰어넘는 공동의 이익이자 글로벌 노스와 공존할 수 있는 협력 의제이다. 중남미 국가들은 남남협력과 삼각협력 강화를 통한 글로벌 사우스 발전과 남북협력을 선호한다. 그러므로 우리의 대중남미 외교는 첫째, 우리의 이익이 아니라 상호호혜적 파트너십 구축을 목표로 해야 한다. 둘째, 중남미는 역내 통합보다는 국가 중심으로 글로벌 사우스에 대응하고 있으므로 양자, 소다자, 지역기구 등 중남미 관점에서 세부적인 외교정책을 수립하여 협력을 강화해야 한다. 셋째, 글로벌 사우스 공동의 의제인 개발협력을 확대하는 기여외교 강화가 필요하다. 넷째, 글로벌 사우스가 모호하면서도 편견이 내포된 용어라는 부정적인 시각이 있고, 중남미 각국의 인식 정도가 다르므로 중남미를 글로벌 사우스라고 통칭하는 것에는 신중해야 한다.
Abstract
Latin America, which historically had an important alliance with the US, has a small role in the Global South compared to Asia and Africa, and there is no regional-level Global South strategy. The prosperity of Latin America is a common interest that overcomes the limitations of Latin American integration and a cooperative agenda that can coexist with the Global North. Latin American countries prefer the development of the Global South through strengthening South-South and Triangular Cooperation rather than gaining power through regional integration. Therefore, our Global South strategy towards Latin America, should first aim to build a mutually beneficial partnership with Latin America rather than focusing on our own interests. Second, it is necessary to strengthen cooperation by establishing detailed foreign policies from the perspective of the Global South by country, small multilateral regions, and regional organizations. Third, we need to strengthen contribution diplomacy that expands development cooperation, a major agenda of the Global South. Finally, the concept of the Global South has a negative view that it is an ambiguous and biased term, and since each Latin American country has different levels of awareness, we need to be careful about referring to Latin America as the Global South.
