Abstract

This study seeks to analyze China’s institutional influence within the context of institutional overlap by conducting the joint declarations from the summits of the Greater Mekong Subregion (GMS) and the Lancang-Mekong Cooperation (LMC). The analysis focuses on the summit declarations from both institutions utilizing content analysis as the primary research method. This approach incorporates both quantitative techniques, such as term frequency analysis and N-gram analysis, as well as qualitative methods. The findings indicate that while both the GMS and the LMC share overarching objectives of fostering sustainable economic development and cooperation, with specific action plans aimed at enhancing trade and investment, there are significant differences in their respective priorities. The GMS places a stronger emphasis on infrastructure development, particularly through the establishment of economic corridors in partnership with the private sector, and seeks to enhance transportation connectivity. Additionally, the GMS addresses issues such as human resource development, climate change, and pandemics. In contrast, the LMC adopts a more public sector-oriented approach, with working groups dedicated to issues like sustainable water resources management, poverty alleviation, and the creation of special funds. Tourism cooperation is also a prominent area of focus within the LMC agenda. Regarding China’s institutional influence, The influence of China within the GMS was progressively incorporated into the joint declarations, and in the LMC, references to China's diplomatic discourse and China-led international institutions became increasingly pronounced. In the LMC, China’s diplomatic rhetoric and references to China-led international initiatives and institutions are more explicitly articulated, signaling a more prominent role for China in shaping the cooperation framework.
