제도적 균형으로서의 중국과 BRICS: 정상회의 선언문 내용 분석
China and BRICS as Institutional Balancing: Analyses of the Summit Declaration

본 연구는 BRICS 정상회의에서 합의된 선언을 내용 분석하여, 중국이 BRICS를 활용하여 제도적 균형을 이루고 있음을 검증하고자 한다. 분석 대상으로는 중국 외교부 홈페이지, 신화사, 인민일보에 업로드되어있는 15개의 선언(2009년부터 2023년)이고, 연구 방법으로는 내용 분석으로, 텍스트 분석 기법을 활용하면서 동시에 질적연구를 수행하였다. 연구 결과, 국제연합/안보리 개혁, 국제금융기구 개혁, 세계무역기구 개혁, 공동의 차별화된 책임 원칙, 내정불간섭, 국제관계 민주화, 남남협력 등 제도적 균형을 보여주는 단어가 선언문에 담겨있었다. 아울러, BRICS 내 중국의 영향력 확대를 나타내는 단어로는 동반자관계, 호련호통(互联互通), 한반도 비핵화, 인류운명공동체, 발전권, BRICS+ 등이 있다. 결국, BRICS 회원국은 연대를 통해, 제도적 균형으로서 해당 국제제도를 활용하고 있으며, BRICS 내 중국의 영향력은 서서히 확대되고 있다는 점으로 미루어 보아, 중국이 BRICS를 활용하여 제도적 균형을 이루고자 한다는 사실 또한 알 수 있다.
Abstract
This study examines BRICS summit declarations to test if China is using BRICS to achieve institutional balancing. Content analysis, a text analysis technique, as well as qualitative studies, are used to investigate fifteen declarations posted on the websites of the Chinese Ministry of Foreign Affairs, Xinhua News Agency, and People's Daily between 2009 and 2023. I find that the declarations contain words demonstrating institutional balancing, such as UN/Security Council reform, IMF reform, World Trade Organization reform, the "common but differentiated responsibilities" principle, non-interference in internal affairs, democratization of international relations, and South-South cooperation. Furthermore, words in the BRICS include partnership, connectivity, Korean Peninsula denuclearization, a community with a shared future of mankind, development rights, and BRICS+, all of which demonstrate China's growing influence. In other words, BRICS members use international institutions to achieve institutional balancing through solidarity, and China's growing influence within the BRICS indicates that China is looking to leverage the BRICS to achieve institutional balancing.
