역사적으로 볼 때, 중부유럽은 협력보다는 갈등이 더 많았던 지역으로 과거 영토분쟁과 소수민족을 둘러싼 갈등으로 국가 간 잦은 충돌이 나타났던 지역이다. 동시에 이 지역은 2차 대전 이후 공산정권이 수립되고 1989년 탈공산주의 이행을 시작하기 이전까지는 자의반 타의반으로 지역협력을 유지했던 지역이기도 하다. 이러한 배경에서 본 논문에서는 다음의 몇 가지 의문에 대한 해답을 찾으려고 한다. 첫째, 협력보다는 갈등관계에 있었던 중부유럽 국가들 간의 지역협력 구축의 원인은 무엇인가. 둘째, 그러한 지역협력의 특성은 무엇인가, 그리고 마지막으로 보다 큰 유럽수준에서의 협력 속에서도 지역협력은 유지될 것인가, 만약 이러한 형태의 (EU) 하부 지역협력이 유지된다면 그러한 지역협력 지속의 원인은 무엇인가. 본 논문은 이러한 의문을 해결하기 위해서, 2장에서는 지역협력의 필요성과 비세그라드 협력의 동력을 살펴보고, 3장에서는 비세그라드 협력의 특징과 그 내용을 검토한 이후, 4장에서는 지역협력 지속을 위한 새로운 동력을 살펴본다.
Abstract
Historically, there have been more frequent conflicts over territorial disputes and ethnic minorities than cooperations in Central Europe. At the same time, the regional cooperation in this area had been constrained to maintained under the fist of Soviet Union after the end of World War II till the fall of the communist regimes in 1989In this background, in this paper I try to find answers for the following questions. First of all, What is the cause of regional cooperation in Central Europe being in conflict among them? Second, What are the main features of such regional cooperation, and such a will the sub-regional cooperation be maintained in the process of European integration, and if the sub-regional cooperation will be continued, what is the main cause of the continuation?To fine the answers, in chapter 2 the necessity of sub-regional cooperation and the cause of durability of it will be examined, after reviewing the features and contents of the Visegrád cooperation in chapter 3, a new impetus to continuing of regional cooperation will be examined in chapter 4.
