Abstract
The EU is the largest ODA donor in the World. Since the membership to the DAC of the OECD in 2009, Korea has been increasing its ODA. For the efficient operation of ODA, Korea needs the benchmark of the ODA policies in the EU. The studies of EU ODA in Korea results in research accumulation. However these researches are focused on the ODA policies in Nordic countries like Sweden. In other countries, ODA policy is managed by the central government while the EU ODA policy is operated under the complicated mechanism. In the EU, the diversity of ODA policy between the EU member-states and the convergence of ODA policy by the EU institution co-exist. In terms of policy diversity, the ODA/GNI ratio is different between EU member-states. The priority areas of ODA recipient-countries are also different between EU member-states. The ODA from the United Kingdom, France and Spain is focused on their former colonies. In terms of policy convergence, the EU had the legal framework for the ODA from the community level with the entry into force of Maastricht treaty in 1993. In order to follow the Monterrey Consensus in UN, EU member-states agreed to increase their ODA to 0.39% of ODA/GNI level until 2006. In 2005, it was agreed that the EU 15 increased their ODA to 0.7% of ODA/GNI level until 2015 and to 0.56% until 2010 as an intermediate goal. However, Since the Global financial crisis in 2008, the countries in economic difficulties like Greece, Spain and Italy have decreased their ODA. It could be the obstacle for the EU to achieve their common target of ODA.
