본 연구는 지방자치단체 성과관리의 연구와 실제의 특징을 분석하는데 목적이 있다. 따라서 각 지방자치단체의 성과관리제도 현황을 분석하고, 네트워크 분석을 통해 성과관리에 관한 연구경향을 분석하였다. 아울러 설문조사를 통해 성과관리에 대한 공무원들의 인식을 조사하고 기초 및 광역자치단체간의 차이를 비교하였다. 본 연구에서는 지방자치단체에서 성과관리현황과 연구경향을 분석하고 실질적인 성과관리를 수행하는데 있어 필요한 주요 이슈들에 초점을 둘 것이다. 대부분의 지방자치단체들은 BSC기반 성과관리시스템을 도입하고 있다. 다양한 성과관리 제도들을 운영하고 있으며, 그 결과는 대부분 성과급 및 인사에 반영하고 있다. 성과관리에 관한 연구는 2005년-2008년까지 가장 많이 이루어졌으나, 최근에는 관련 연구들이 줄어들고 있다. 네트워크분석을 통한 성과관리 연구의 특징은 성과관리 자체보다는 성과관리제도의 효과에 대한 관심이 높아진 것으로 보인다. 성과관리제도에 대한 인식은 구성원들의 이해수준이 높고, 긍정적인 역할을 기대하고 있지만, 실제 제도에 대하여는 부정적인 인식이 높았다. 특히 구성원의 신뢰수준이 낮고, 성과관리제도 운영에 대한 부정적인 인식, 성과평가결과에 대한 구성원들의 낮은 수용성 등에 대한 정책적 개선이 필요하다. 이론연구와 실제현장은 많은 차이가 있으며, 현장 역시 제도와 인식사이에 차이가 존재한다. 이러한 갭을 여하히 줄이는지가 그 제도의 성공에 중요한 요소가 될 것으로 보인다.
Abstract
This study was to analyze the research trends and the actual municipal performance management in Korea. Therefore, this study analyzed the performance management system of local governments and research trends in performance management through network analysis. In addition, we conducted a survey on the perception of local government officials about the performance management practices and examined the differences among the local governments. This study provides a brief overview of the practice with regards to the operation of performance measurement in local government and the trends in research on performance management. The research highlights substantive issues which local authorities will need to address in developing performance management systems. Researches on performance management are most often conducted through 2005-2008 and has been decreasing recently. Features of performance management research based on the network analysis include increased interest in the effectiveness of performance management rather than the management system itself. Recognition of the performance management system had a high level of understanding among the members and was expected to play a positive role, but it showed a negative perception with respect to the actual system. In particular, there needs an improvement in policies considering the current status of low level of confidence among members, negative perceptions of the management system and low level of acceptance of the results. There are many differences between the theoretical research and reality, and also various gaps exist between the institutions and recognition. How to reduce this gap seems to be an important factor in the success of the scheme.
