비세그라드 4개국(V4) ODA ‘이행경험 이전’ 전략과 효율성 증진 방안

초록

V4는 국제 개발협력 분야를 가장 중요한 외교정책의 하나로 제시하고 있기는 하지만, 선진 ODA 공여국과는 달리 이 분야에 대한 전통이 깊지 않고 동시에 규모 면에서 다른 OECD/DAC 회원국에 비해 뒤처져 있다. 그러나 최근 들어 V4 국가들은 자신들의 ODA 목표를 확고히 하고 개발협력에 관한 법적, 제도적, 구조적 체제를 확립해 가면서 보다 적극적으로 국제 개발협력에 참여하고 있다. 이런 측면에서 본 연구에서는 수원국에서 공여국으로 위상이 전환된 V4의 ODA 정책에서 두드러지게 나타나고 있는 특화 전략인 ‘이행경험 이전’의 전략과 그 내용을 살펴보고 인접한 동유럽의 비-민주 국가와 이행기 국가에 대한 ‘이행경험 이전’의 실제 효과를 검토할 것이다. 이를 통해 비-민주 국가에 대한 개발협력을 단순히 빈곤감소와 인도적 차원으로 접근하기보다는 보다 기술적이고 정치적인 측면으로 전환시킬 필요가 있음을 강조하고, 향후 이행경험 이전 전략이 성공을 거두기 위한 새로운 방안을 모색해 볼 것이다.

Abstract

Though the Visegrad countries(V4) have presented the official development Assistance(ODA) as one of the most important foreign policies, they have developed without deep traditions and lagged behind the other OECD/DAC members in terms of ODA scale. Recently, however, V4 have been taking part in international development cooperation more actively and establishing long-term legal, institutional and structural frameworks for ODA and solidify their ODA targets and strategies. In this respect, this study has the following three purposes. Firstly, it’ll be explained the V4’s strategies and contents of sharing the ‘transition experiences’ to recipient countries as donors. Secondly, it’ll be examined the actual effects of the 'transfer of transition experience' for the neighboring non-democratic and transitional countries. Finally, It’ll be suggested that what is the optimal ways of achieving the goals of transfer of V4’s transition experiences.
