‘적합성평가’ 연관 산업발전을 위한 정부 역할 탐색: 방송통신기자재 및 안전분야를 중심으로

Abstract

Conformity assessment refers to all empirical procedures used to determine whether technical regulations or standard requirements have been met. Conformity assessment system was devised from the past large-scale production and distribution environment and it needs to change along with the recent changing trend to small-quantity production and distribution environment. In case of South Korea, however, conformity assessment industry lacks competitiveness in the international stage compared to the manufacturing business. Nevertheless, there is increasing demand for conformity assessment along with diversification of produced, imported, and exported goods and increase in trading countries. In response, South Korea needs to foster the conformity assessment industry actively. This study analyzed the present conformity assessment system and related problems and tried to examine the roles of the government as the innovation enabler and solution provider. While private import is recently increasing, it is in the blind spot of conformity assessment. Also, small-quality production and distribution are increasing. To solve these problems, it is necessary to have mutual assistance with international organizations such as ILAC and cooperate together by signing MRA between countries. Furthermore, South Korea needs to introduce the new conformity assessment methods such as NoTi. In present situation, organizations which lead conformity assessment industry are mostly public institutes or incorporated foundations. These public institutes and incorporated foundations lack competitiveness in the international stage due to difficulties in long-term investment and flexible management depending on the market situation. To foster conformity assessment industry as an independent industry and support the advent of Conformity Assessment Bodies(CAB) that are competitive in the international stage, the government needs to implement a full contracting-out. In addition, as the conformity assessment market has characteristics such as rent-seeking, capture phenomenon, and price competition that are differentiated from other markets, the government needs to play an important role as a follow-up manager.
