한국 공공기관의 증거기반관리: 조직지원과 리더특성의 역할

이 연구는 한국의 공공조직을 대상으로 증거기반 의사결정 및 증거기반관리 실행 실태를 확인하고 그 선행요인으로서 조직의 지원과 리더의 특성(예: 의사결정 스타일, 학문적 훈련, 기관장 경험)의 역할을 탐색하였다. 연구 결과 공공조직의 조직 특성과 종사자 역량, 외부환경, 조직문화 등의 요인을 통제한 이후에도 증거기반관리 실행을 위한 조직의 제반 지원(예: 데이터베이스 구축 및 자료 제공)과 조직리더의 의사결정 태도(예: 성과지표의 적극적 활용)가 조직 차원의 증거기반관리 실행 여부에 영향을 미치는 것으로 나타났다. 이 연구는 한국 공공조직의 증거기반관리 도입 및 실행 여부를 실증적으로 확인한 초기 연구로서 다음과 같은 의의를 가진다. 첫째, 이 연구는 한국 공공조직이 실제로 증거기반 의사결정 등 증거기반관리를 어느 정도 활용하고 있는지에 대한 기술적(descriptive) 정보를 제시한 첫 번째 실증 연구다. 둘째, 이 연구는 한국 공공기관의 증거기반 의사결정 및 증거기반 관리 도입의 영향요인으로서 조직의 체계적인 지원 및 조직 리더의 의사결정 태도의 중요성을 제시하였다. 후속 연구는 공공조직의 증거기반관리를 촉진하는 추가적인 요인들을 탐색하는 한편 증거기반 의사결정 및 증거기반관리가 실제로 공공조직의 성과를 제고하는데 기여하는지를 탐구할 필요가 있다.

Abstract

This study explores the current status of evidence-based management implementation among Korean public organizations and examines the relationship of evidence-based management with its antecedents such as organizational support and leader characteristics. Our findings suggest that both organizational support for evidence-based organizational decision-making (e.g., database) and organizational leader’s decision style (e.g., utilization of performance indicators) have positive associations with evidence-based management implementation after controlling for organizational characteristics, employee capability, organizational environmental factors, and organizational culture. This study is one of the first empirical studies exploring evidence-based management implementation in the Korean public sector. We discuss the research and practice implications of this study.
