Abstract
This paper is purposed to identify challenges by analyzing and discussing the North Sea Region Project which was implemented for effective implementation of the EU ‘E-Mobility’ designed to expand the network of electric charging points, and, to suggest the approaches to the challenges, and to draw implications for Korean Government The European Union would try to get close to realization of the E-Mobility through the project. The project identified and drew challenges like followings. Lack of interoperability between electric charging points, low awareness of electric vehicles among people in the North Sea Region, and difficulties in laying out polices relevant to infrastructure for electric vehicles due to difference in the stage of development of the electric charging points in the region. As approaches to overcoming the challenges, the EU should encourage its member states to build up and expand a computing system relevant to electricity charging points at local level. And it can induce its member states to get their electric vehicle manufacturers and retailers selling household items to reach an agreement on delivery service. And Lastly, the EU can draw up the standard criteria on infrastructures relevant to electricity charging points such as issuing and expanding the use of common electric charging card across the EU. It seems that the Korean Government should improve imbalance in number of electric charging points by province as the imbalance deteriorates. Build-up and expand the charging relevant computing system engaging local government, Distribution system operators, and owner of electric charging points and mandatory quota of the electric charging points by local area, should be approaches for the Korean Government in dealing with the issue.
