공적 주택금융의 권역별 효율성 비교를 위한 탐색적 연구: 한국주택금융공사 사례를 중심으로

본 연구는 한국주택금융공사의 29개 지사에 대한 2022년 데이터를 바탕으로 우리나라 공적주택금융의 17개 광역권역별 효율성 분석을 수행하고자 자료포락분석(DEA)모형과 초효율성모형을 적용하였다. 기술적 효율성을 나타내는 CCR 모형을 적용한 결과, 17개 광역권역 중 경기, 경북, 부산, 제주의 4개 지역이 효율적인 것으로 나타났다. 규모효율성을 제외한 순수 기술적 효율성을 나타내는 BCC 모형을 적용한 결과, 17개 광역권역 중 14개 지역이 효율적인 것으로 나타났다. 12개 지역이 체증규모수익(IRS) 상태에 있는 것으로 분석되었다. 효율적으로판명된 DMU(Decision Making Unit) 사이의 우선순위 설정을 위해 수행한 초효율성 점수 순위는 CCR모형의 참조횟수 순위와 같은 것으로 나타났으나, BCC모형의 참조횟수와는 차이가존재했다. BCC모형에 의한 효율성 점수 평균과 CCR 기반 초효율성 점수 평균이 같은 점을 감안하여 맨-휘트니(Mann-Whitney) 검정을 수행하였으며, 그 결과, 이들 점수 간에는 통계적으로 유의한 수준에서 차이가 존재한다는 것을 확인하였다. 본 연구는 분석결과를 바탕으로 효율성 평가결과를 영업조직의 성과평가와 연계시킬 필요가 있는 점, 초효율성 등 적용모형 확대를 통해 주택금융의 효율성 실체에 접근하는 방법을다변화시킬 필요가 있는 점, 권역별로 특화된 맞춤형 효율성 개선전략을 운영할 필요성이 있는 점, 적정한 벤치마킹 대상을 선별할 필요가 있는 점 등을 정책적 시사점으로 제시하였다.
Abstract
Based on 2022 data on 29 branches of the Korea Housing Finance Corporation, this study applied the data envelope analysis (DEA) model and the super-efficiency model to analyze the efficiency of Korea’s public housing finance by 17 metropolitan areas. As a result of the analysis, as a result of applying the CCR model representing technical efficiency, four of the 17 metropolitan areas in Gyeonggi, Gyeongbuk, Busan, and Jeju were found to be efficient. As a result of applying the BCC model, which represents pure technical efficiency excluding scale efficiency, 14 out of 17 metropolitan areas were found to be efficient. It was analyzed that 12 regions were in a state of incremental scale income (IRS). The super-efficiency score ranking performed to set the priority between the DMUs (decision making units) that were found to be efficient was the same as the CCR model’s reference count ranking, but there was a difference from the BCC model’s reference count. Considering that the efficiency score mean by the BCC model and the CCR-based super-efficiency score mean are the same, the Mann-Whitney test confirmed that there was a statistically significant difference between these scores. Based on the analysis results, this study examines the need to link efficiency evaluation results to the performance evaluation of the sales organization, the need to diversify the approach to the reality of public housing finance, the need to operate a customized efficiency improvement strategy specialized for each region, the need to select appropriate benchmarking targets.
