약 40년 동안 공고히 유지되었던 불가리아의 공산체제를 하루아침에 무너뜨리고 새로운 체제를 받아들이기는 쉽지 않았다. 시장 경제 체제로 이행하는 과도기 속에서 각 정권은 변화된 세상을 만들겠노라며 천명하였지만 정작 전 정권이 만들어놓은 문제를 해결하기에 급급했다. 본 논문에서는 불가리아의 체제 전환 과정을 시간의 흐름에 따라 살펴보며 그 속에서 과거에 대한 청산작업이 이루어졌는지를 살펴보는 것을 목적으로 한다. 서술된 내용의 범위는 체제 전환의 태동이 일었던 1989년부터 몇 번의 정권 교체가 끝난 뒤인 1997년까지이다. 체제 전환기 전후 불가리아의 사회 및 경제적 배경은 어떠하였는지 정권별로 민주 불가리아를 만들기 위해 어떤 노력을 하였는지 알아보고자 한다.
Abstract
The transition to democracy in Bulgaria was challenging since the communist regime firmly established itself for about 40 years. During the transition period, each administration declared its intentions to change the country but was busy solving the problems left by the previous administration. This paper examines the regime transition in Bulgaria over time and the liquidation of the past during the transition. The analysis scope ranges from 1989, when the transition took place, to 1997, after several regime changes. This study aims to examine the social and economic background of Bulgaria before and after the transition period. It also reviews efforts made by each regime to bring democracy to Bulgaria.
