유럽의 디지털 혁신역량에 대한 실증 분석: WEF의 네트워크준비지수를 중심으로

본 연구는 유럽 국가들의 디지털 경쟁력을 진단하고 디지털 혁신역량의 결정요인을 실증적으로 분석한다. 글로벌 국가의 디지털 경쟁력을 측정하고 평가한 다양한 자료들을 이용하여 디지털 경쟁력과 혁신역량에 대하여 정량적으로 비교·분석한다. 구체적으로 세계경제포럼(WEF)에서 2002년부터 제공했던 네트워크준비지수(Networked Readiness Index)의 세부지표들을 활용하여 경제개발협력기구(OECD) 회원국 중 유럽과 비유럽국가들을 구분하여 분석한다. 네트워크준비지수 순위 상위에 위치하고 있는 국가는 비유럽권 국가이지만 국가 수로는 유럽권의 국가들이 더 많은 것으로 나타났다. 기술, 지배구조, 영향력 부문에서는 유럽국가들이 상대적으로 높은 평가를 받았지만 인력부문에서는 비유럽국가들이 높은 수준인 것으로 나타났다. 네트워크준비지수 세부지표를 변수로 차용하여 유럽의 디지털 혁신역량 결정요인에 대한 패널분석을 수행한 결과, 최신기술의 가용수준, 벤처자금의 가용수준, 고등교육 총등록 수준은 긍정적인 영향을 미치는 것으로 나타났다. 흥미로운 점은 유럽국가의 경우 창업을 하기 위한 법적 절차가 많은 것이 디지털 혁신역량에 긍정적인 영향을 주는 것으로 나타났지만, 이는 유럽국가들의 경우 상대적으로 경직된 노동시장이나 기업가 정신에 대한 문화적 차이, 그리고 인터넷 서비스 관련 제도가 상이하기 때문인 것으로 해석된다.
Abstract
This paper investigates the digital competitiveness of European countries and empirically analyzes the determinants of digital innovation capabilities. This paper quantitatively compares and analyzes digital competitiveness and innovation capabilities using various data that measure and evaluate the digital competitiveness of global countries. Specifically, we use the detailed indicators of the Networked Readiness Index, which has been provided by the World Economic Forum (WEF) since 2002, to analyze European and non-European countries among the members of the Organization for Economic Development and Cooperation (OECD). While non-European countries are at the top of the Networked Readiness Index ranking, the number of European countries is higher. European countries are rated higher in the Technology, Governance, and Influence categories, but non-European countries are rated higher in the Workforce category. Using the sub-index of Network Readiness Index as variables, we conduct a panel analysis of the determinants of digital innovation capacity in Europe finding that the availability of modern technology, venture capital funding, and gross enrollment in higher education have positive impacts. Interestingly, the number of legal procedures for starting a business is positively related to digital innovation capabilities in European countries, which may be due to relatively rigid labor markets, cultural differences in entrepreneurship, and different regimes for internet services.
