유럽연합의 가족정책과 유럽연합 회원국의 대응: 일·가정 양립에서 일·생활 균형으로의 전환

세계적인 대전환 시기에 대한 해결책으로 각국은 가족정책을 발전시켜 나가고 있다. 유럽 역시 일·가정 양립의 가족정책에서 일·생활 균형의 가족정책으로 전환함으로써 변화에 선도적으로 대응하고 있다. 본 논문은 이러한 유럽연합의 가족정책 기조와 유럽연합 회원국의 대응을 연구하는 것을 목적으로 한다. ‘일·가정 양립’의 가족정책에서는 돌봄의 주체를 여성으로, 남성을 보 조자로 인식하면서 가정이라는 사적 영역에 대한 국가의 적극적인 관여를 내포한다. 그러나 이제 새로운 ‘일·생활 균형’의 가족정책에서 ‘부(父)’와 ‘모(母)’의 개념은 여성과 남성을 넘어 젠더평등의 개념을 포괄하고 있으 며, 기존의 남성 우위였던 돌봄과 노동의 영역에 젠더평등에 기반한 웰빙 을 실현하고 있다. 구체적으로 유럽연합은 1999년 암스테르담 조약의 ‘일·가정 양립’이라 는 의제에 보육서비스 이용율을 높이는 내용을 포함시켰다. 2019년 ‘부모 와 보호자를 위한 일과 삶의 균형을 위한 지침’을 통해서는 양성평등과 아 버지 또는 두 번째 부모를 위한 육아휴직권을 도입하고 있다. 따라서 본 논문은 이러한 유럽연합의 가족정책 기조에 유럽연합 회원국은 어떻게 대 응하고 있는지 알아보기 위하여 각국의 영유아 어린이의 보육서비스 이용 율 및 순수 보육료 부담비율, 그리고 아버지 휴가 사용 일수를 분석하였다. 연구 결과, 유럽연합 회원국의 가족정책은 유럽연합의 방향에 맞게 일정 하고 동일하게 정책을 취하는 것이 아니라 국가별로 확연한 차이를 보였 다. 한 국가 내에서도 부정기적인 증가세와 감소세를 보이면서 어느 시점 에서 유럽연합의 가족정책이 영향을 미쳤다고 보기 어렵다. 그러나 회원국 역시 장기적인 방향성에 있어서는 유럽연합 기조처럼 일·가정 양립에서 일·생활 균형으로 나아가고 있는 것을 확인할 수 있었다.
Abstract
As a response to the global transition period, each country is developing family policies. Europe is also responding proactively to changes by shifting from a family policy of work-family balance to a family policy of work-life balance. The purpose of this paper is to study EU's family policy stance and responses of EU member states. The family policy of ‘work-family balance’ implies the state's active involvement in the private realm of the home while recognizing woman as the subject of care and a man as an assistant. However, in the new ‘work-life balance’ family policy, the concepts of ‘father’ and ‘mother’ encompass the concept of gender equality beyond women and men and realize well-being based on gender equality in the areas of care and labor, in which men were treated as superior. Specifically, the European Union included the increase in the rate of child care service use in the agenda of ‘work-family balance’ in the Amsterdam Treaty of 1999. In 2019, gender equality and the right to parental leave for fathers or second parents were introduced through ‘Guidelines for Work-Life Balance for Parents and Carers’. Therefore, this paper analyzes the rate of child care service use, the ratio of pure child care fees, and the number of days spent on father’s leave to find out how EU member states are responding to EU's family policy stance. The results of the study results show that family policies of EU member states differed significantly from country to country rather than adopting them consistently and equally in accordance with the EU's direction. It is difficult to say that EU's family policy has had an impact at a certain point, as it has shown irregular increases and decreases even within a country. However, it was confirmed that EU member states are moving from work-family balance to work-life balance, in accordance with the long-term direction of the EU.
