본 연구는 프랑스 지역 활성화를 위한 관광정책의 한 사례인 ‘목적지 계약(Les contrats de destination)’에 대해서 알아보고, 그 시사점을 도출하는 데 목적이 있다. 프랑스 관광산업은 2019년 기준 GDP의 8.5%를 차지하고 있다. 1982년 지방분권 이후 프랑스 지방자치단체는 중앙정부와 협력을 통해 지역관광산업을 발전시켜오고 있다. 프랑스는 2014년부터 지역관광활성화를 위해 ‘목적지 계약’ 정책을 시행하고 있다. 프랑스 목적지 계약(Les contrats de destination)은 지역관광활성화를 위해 지방자치체, 중앙정부 그리고 지역 내 관광 관련 이해관계자의 협력을 통해 운영되고 있다. 프랑스는 지방, 광역 그리고 국가간 새로운 거버넌스를 구축함으로써 지역관광 경쟁력을 강화하기 위해 노력하고 있다. 우리나라는 지방분권화에 따른 지방자치단체 간 관광산업에 대한 과도한 경쟁이 지역관광 발전에 문제로 지적되고 있다. 이러한 점에서 본 연구는 프랑스 사례를 통해서 지역관광활성화를 위한 제도적 측면과 정책과제에 대해서 살펴보고자 한다.
Abstract
In 2018, France received nearly 89 million foreign tourists. Tourism industry is a key industry in France. It contributed 200 billion Euros to its GDP (which is 8.5% of the economy of France). French local and regional authorities have collaborated with the central government in order to activate their local tourism after the decentralization law of 1982. The purpose of this study is to look at the regional Vitalization policy through tourism in France, and then tries to find and suggest implications for Korean society in a Decentralization Era. To bring forward coordinated action at the local level, destination contracts were formed in 2014 and are designed to encourage public-private partnerships and cooperation between central and local governments. Destination contracts are a way of offsetting the disadvantages that arise from the very large number of public and private actors in the tourism industry and of bringing together local and national tourism strategies. France has opted to the Inter-Ministerial Policy Coordination for promoting tourism industry, and established the corporate governance between local authorities and central government.
