본 논문은 한-EU 수교 60주년을 맞아 한-EU 문화교류 및 협력 현황을 다양한 사례를 통해 살펴보았다. 양자 간 문화교류 및 협력의 제도적인 틀은 한-EU 문화협력의정서라고 할 수 있으나, 이 의정서의 기본 틀은 EU의 국제문화관계 전략에 기반하며, 그 전략의 상당 부분은 EU의 공식 문화 프로그램인 Creative Europe에 기초하고 있다. 의정서가 발효된 시점을 전후하여 문화교류, 시청각 교류 및 공동제작 등을 살펴보았을 때 문화교류는 다양해지고 있으나 시청각물 공동제작에 있어서는 성과가 부족한 실정이다. 그러나 브뤼셀 효과로 인해 한국에서도 동아시아 문화도시와 대한민국 문화도시 사업이 도입되었다. 한-EU 간 제도화 된 네트워크를 바탕으로 앞으로 보다 다양한 양자 간의 교류와 협력이 기대된다.
Abstract
This paper explores various cases of EU-Korea cultural exchanges and cooperations on the occasion of their 60th anniversary of the bilateral relationship. The institutional foundation of their cultural cooperation refers to the EU-Korea Protocol on Cultural Cooperation, and the Protocol was in fact drafted on the basis of the EU’s international cultural relations strategy of which the foundation is mostly laid on the Creative Europe programme. When the statistical figures on cultural exchanges and audiovisual exchanges and co-production is compared before and after the implementation of the Protocol, one can say that cultural exchanges have been diversified and the tangible outcomes of audiovisual co-production is quite slight. However, the Brussel effect gave rise to the introduction of ‘Culture City of East Asia’ and ‘Culture City of the Republic of Korea’. More enhanced institutionalised network between the EU and Korea is expected to bring about more active cultural exchanges and cooperations between the two sides.
