Abstract

Ukraine, which was in danger of national survival due to the blitzkrieg invasion of Russia in February 2002, immediately applied for membership in the EU. The EU quickly granted Ukraine candidate country status. The driving force behind the EU's decision to accept Ukraine's membership and the unprecedented speedy accession process was the Russian military invasion. In other words, the Russian aggression was a turning point in the EU's long-standing Ukraine policy of maintaining geopolitical stability while excluding membership. However, this progress is due to the institutional relationship between the two sides that has gradually developed from the Partnership and Cooperation Agreement to the conclusion of the Association Agreement. In addition, the policy change of the European Union is the result of interlocking with the EU membership policy named European choice, which has been continuously promoted by the Ukrainian government for over 25 years. Paradoxically, in the imminent situation of the largest geopolitical crisis in Europe since World War II, Ukraine opened the way for its long-awaited accession to the EU. However, Ukraine has not yet become a member of the EU. Turkey, which received candidate country status from the EU in 1999, has remained as an external country for over 20 years proves this. Therefore, Ukraine has to carry out painful domestic reform tasks until it officially becomes a member state. At the same time, the EU will have to pay huge economic costs to accept Ukraine's member states. In addition, the EU has to solve many difficulties, such as reconciliation of differences between member states.
