Abstract
This study analyzes the impact of the Brussels Effect on EU competitiveness, focusing on the report on the future of European competitiveness, known as the Draghi Report. The Brussels Effect refers to the phenomenon where EU's market regulatory power unilaterally influences the world, and particularly in the digital transformation era, EU's regulatory capability is presenting pioneering regulatory frameworks in areas such as data protection, artificial intelligence regulation, and platform company regulation. However, it has been observed that this strengthening of regulatory power is occurring simultaneously with the weakening of EU's competitiveness. This study determines that this phenomenon is observed because the negative network externalities of the Brussels Effect have a negative impact on EU's competitiveness. This phenomenon is particularly prominent in the digital technology sector, where the EU has failed to properly utilize the first digital revolution led by the internet since the mid-1990s, and currently, the gap with the United States is widening in innovative digital technology areas such as AI, cloud computing, and quantum computing. In this regard, the Draghi Report points out the need for balance between regulation and innovation to strengthen EU's future competitiveness, and projects that this can be achieved through qualitative improvement of regulations along with building innovation-friendly institutional foundations.
