Abstract
The hostility between Armenia and Azerbaijan is inherently due to the political environment and economic interests of the two countries. And the external factor is expansion and reproduction through the interests of neighboring powers such as Russia and Turkey, and the latter factor has become a more decisive independent variable. The conflict between Armenia and Azerbaijan originates from the policy of national segregation after the Russian occupation of the Caucasus since 1813. Tsarist Russia's long-standing policy stance became more explicit during the communist era. As such, in response to Russia's absolute influence in the Caucasus, the European Union and Turkey became Russia's check forces in the international community. However, it is not enough for outside actors other than Russia to restrain Russia's vested interests with their own interests and mutual checks. The European Union, based on normative power and justification, is passive on the Nagorno-Karabakh issue. In addition, the European Union and Turkey are incapable of opposing Russia by becoming a checkpoint for each other through political and economic interests. Ultimately, the decisive driver of the persistence and reproduction of the conflict between Armenia and Azerbaijan is Russia's geopolitical understanding and its strategy.
