Abstract
For a long period after the collapse of the Soviet Union, Armenia pursued a pro-Russian policy. However, after being disappointed by Russia's neutral stance during the Second Nagorno-Karabakh War, it sought to shift towards a European-oriented policy. Yet, since the outbreak of the war in Ukraine, it finds it difficult to pursue a Europe-centered cooperation strategy while ignoring the enormous economic benefits gained from re-exporting goods to Russia and serving as an export outlet for Russian diamonds. Georgia and Azerbaijan, which had pursued policies of distancing themselves from Russia, have also seen the economic benefits derived from Russia significantly highlighted during the Ukraine war. This has created internal pressure to strengthen ties with Russia. Georgia expects to benefit through increased Russian migration and investment, as well as its role as an export intermediary. Azerbaijan hopes to enhance its function as a logistics hub and expand exports to Russia through multilateral relationships like BRICS. While the economic benefits they gain are likely to gradually diminish under Western restrictions, this situation is expected to continue influencing the relationship between the Caucasus states and Russia going forward.
